What We Do
The Community Development Department guides the planning, development, and preservation of the City of Beverly Hills. The department is composed of six divisions (Administration, Community Preservation, Community Filming and Event Permits, Development Services, Planning, and Rent Stabilization) and provides staff support to three commissions (Architectural and Design Review, Cultural Heritage, and Planning). Community Development is responsible for the review and processing of all private development projects to ensure compliance with the General Plan, Zoning Ordinance, and Building Code including planning entitlements, zoning and plan review, permits, and inspections. The department preserves the community’s character and high quality of life through the code enforcement and historic preservation programs and administration of the Rent Stabilization Ordinance.

Who We Are Looking For
The Community Development Department is seeking a highly motivated and qualified candidate for the position of Assistant Planner. The incumbent of this position will perform entry-level current and/or long range planning. The work involves implementing the City's Municipal Code, the City's General Plan and State Law in the analysis of land use decisions.

The candidates who pass the selection process will earn placement on an eligibility list. The eligibility list may be used for current and future vacancies in the job classification, as defined by the duration of the list at the time the list is established. Conviction History

Disaster Service Workers

All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Major Duties

  • Checks simple commercial, industrial, and residential development plans and provides advice regarding zone requirements at the public counter and on the telephone.
  • Reviews less complex zoning, variance, permit applications and development proposals for compliance with City codes; works with developers to bring any plans info compliance with zoning and all other laws.
  • Confers with and advises architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards.
  • Responds to or notifies applicants regarding information requested, status of application, explanation of the application process, and ordinance criteria.
  • Processes less complex permits for planning applications (variances, conditional use permits, rezoning requests, etc.) including issuance of public notice, preparation of staff reports, inspection of sites, and analysis and preparation of recommendations to the Planning Commission.
  • Analyzes less complex proposals for potential aesthetic and environmental impacts and compliance with appropriate regulations; may prepare and present reports of recommendations to relative Commissions.
  • Evaluates and prepares graphic displays and/or photographs project sites.
  • Processes public convenience or necessary applications for liquor licenses, including holding the public hearing.
  • May prepare written reports and present oral reports on projects to Planning Commission, Architectural Commission, and Design Review Commission.
Advance Planning
  • Compiles information and makes recommendations on special studies and prepares planning reports.
  • May assist in the preparation of zoning code and General Plan amendment studies.
  • May research and draft ordinances for review.
  • May research, analyze, and interpret social, economic, population and land-use data and trends.
  • Monitors projects in adjacent jurisdictions and provide updates to Planning Commission and City Council.
Environmental:
  • Analyzes, develops and prepares studies regarding environmental impacts when required for compliance with the California Environmental Quality Act (CEQA).
Other:
  • Performs other related tasks as assigned.

Minimum Qualifications

These qualifications are typically required. A combination of education, experience, knowledge, skills, and abilities sufficient to satisfactorily perform the duties of the job may be substituted.

  • A Bachelor's degree from and accredited college or university with major course work in planning, architecture, economics, geography, public policy, or a related field.
  • Minimum one year of professional experience in a planning organization.
  • Minimum six months Internship experience may be considered (as part of professional experience).
  • Possession of a valid California Driver's License.

Knowledge, Skills & Abilities

Knowledge of:

  • Principles and practices of urban planning, site planning, and architectural design.
  • Current literature, information sources, and research techniques in the field of urban planning.
  • Technical drawings, graphics, and computer generated visual materials.
  • Building and engineering practices.
  • Applicable environmental laws and regulations.
Skill in:
  • Photography and graphics.
  • Public speaking, conducting meetings, and recording notes.
Ability to:
  • Use or be trained to use several specialized planning tools, such as word processing, spread sheet, GIS, Power Point and data base applications.
  • Collect, analyze and interpret basic data pertaining to planning and zoning projects.
  • Respect for members of the public and ability to implement a high level of customer service to a diverse population.
  • Explain code requirements and procedures to the public.
  • Work effectively with people.
  • Communicate clearly and effectively, both orally and in writing.
