Responsibilities
- Property Valuation & Data Analysis: Conduct assessments of residential, commercial, and industrial parcels within the City, gather data regarding building permits and property grades, and conduct all field inspections to identify any factors that influence property values
- Valuation Determination: Utilize appraisal methods and assessment techniques to determine property values in accordance with state and local regulations
- Documentation and Reporting: Work with the Assessor to prepare detailed reports that ensure compliance (i.e. Tax commitments, MVR, and turnaround document)
- Customer Service: Respond to inquiries from property owners, real estate professionals, and the public regarding property assessments, valuation methods, and tax liabilities
- Assessment Review: Assist in the review and analysis of assessment appeals, providing supporting documentation and expert testimony as needed
Required Qualifications
- Bachelor’s degree in Real Estate, Finance, Economics, Public Administration, or equivalent experience or field-related education
- Skills:
o Strong analytical and quantitative skills
o Proficiency in using assessment software and databases
o Excellent communication and interpersonal skills
o Ability to work independently and collaboratively in a team environment
o Attention to detail and accuracy in data collection and analysis
- Skilled in Microsoft Office and GIS software programs
- Must have a valid Class C Driver’s License
- A willingness to demonstrate a commitment to the City of Biddeford's work around diversity, equity, accessibility, and inclusion
Preferred Qualifications
- Previous experience in property assessment, real estate appraisal, or related field preferred
- Familiarity with appraisal techniques, property tax laws, and assessment practices is advantageous
- Certified Maine Assessor, or willingness to complete coursework certification within 12 months
- Preference given to candidates with experience in Vision CAMA
