Job Summary:
Under general supervisory direction of the Code Enforcement (CE) Manager, performs investigations, enforcement and resolution of complaints related to specific sections of the Billings Municipal City Code and ordinances. Investigates and processes property code complaints in a manner respectful of private property and individual rights in accordance with city code and state law. Maintains complete and accurate records of cases investigated.
Scope of Responsibility:
This position requires the ability to accurately interpret data, city codes and ordinances and maintain accurate and confidential records related to code enforcement complaints. The Officer is required to work cooperatively with members of the public, business and property owners, and other City staff and officials, and is required to provide procedural explanations or technical responses related to code enforcement. The Officer will frequently act as the City’s expert witness in prosecution of municipal code violations and will work closely with the prosecuting attorney and CE Manager to ensure adequate documentation of violations. The Officer will perform all duties under the management guidance of the Code Enforcement Manager.
The Code Enforcement (CE) Officer may set precedent within limits and/or administers operating rules and procedures under management guidance, where positive and negative impact directly or indirectly affects the function and output of the work unit or team, with limited financial impact. Performs intermediate troubleshooting or analysis; problems require interpretation of data using generally prescribed procedures. Failures and successes impact the department or functional operations, with moderate financial impact on the overall organization. Requires frequent interaction to provide detailed procedural explanations or technical responses and/or occasional contact to negotiate basic agreements, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors.
Code Compliance
- Receives, investigates and process complaints, inquiries, and violations of municipal codes; investigate and perform site inspections of complaints and violations; respond to complainants and recipients of notices.
- Acts as the City's expert witness in prosecution of municipal code violations; works closely with prosecuting attorney and CE Manager to ensure adequate documentation of violations that are prosecuted.
- Maintains accurate files and records related to complaints, violations, and permits; prepares written reports, memoranda and correspondence.
- Coordinates activities with other City and County departments and divisions including Building, Engineering, Fire, Finance, and Administration related to code violations and mitigation of violations.
- Provides information to property owners in violation, the general public, business community, service organizations, and other government agencies and local organizations regarding codes, laws and ordinances; responds to questions, complaints and inquiries.
- May be involved in the review of new business licenses for zoning code compliance.
- Inputs and retrieves a variety of information using a computer, smart phone and tablet.
Performs other duties as assigned.
Required Qualifications & Skills:
- High school diploma or GED
- Two years of formal training beyond high school, and three years of work experience in code enforcement or related field
- Valid Montana driver’s license or must be obtained within thirty (30) days of employment
- Knowledge and experience with general computer programs, including the Microsoft Office suite, particularly Microsoft Word and Excel
- The ability to operate a variety of office equipment including phones, voice mail, fax, copiers and printers
Working conditions require moderate physical effort, moving between 5 and 25 pounds, where effort is intermittent, less than 15% of the time. Working conditions require high attention to detail and deadlines occasionally (between 15% and 45% of the time). A typical workday involves exposure to multiple disagreeable elements, none of which is of greater than moderate intensity, on an intermittent basis (less than 35% of the time). Driving is required daily and some work will be performed outdoors.
