Job Summary:
Perform a variety of skilled and semi-skilled work involved in operation and maintenance of water treatment, pumping and storage systems and related equipment. Perform a variety of complex repairs and adjustments to equipment, machinery, structures, and grounds.
Scope of Responsibility:
Sets precedent within limits and/or administers operating rules and procedures under management guidance. Performs troubleshooting or analysis; problems require interpretation of data using generally prescribed procedures. Failures and successes impact the department or functional operations, with moderate financial impact on the overall organization. Requires frequent interaction and communication among team members. Occasionally, this requires detailed procedural or technical explanations.
Performance of a wide range of duties, strong teamwork and communication skills, working independently and exercising judgment and initiative. Position receives only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.
Division Operations
- Understands and employs operational theory, protocols, practices and procedures needed to operate and control the water treatment process and distribution system.
- Uses HMI software and SCADA systems to monitor and adjust processes and systems, and to diagnose and correct process problems or upsets.
- Manually operates essential treatment facilities, pumping systems and processing components during emergencies or automation system failures.
- Performs control testing and operator level quality control analyses required to monitor, control and adjust treatment processes.
- Interprets distribution system dynamics, anticipates changing demands and controls distribution system based upon operational requirements or unusual operating situations.
- Performs operations level calibrations on monitoring and test equipment.
- Prepares operational logs and reports.
- Takes incoming call to treatment Plant and relays messages accordingly.
- Calculates and performs dosing and mixing of chemicals based upon operational requirements and protocols.
- Works with hazardous treatment processes or materials such as ultraviolet light, chlorine, acids and bases safely according to standard operating procedures.
- Ensures operations are consistent and uninterrupted.
Division Maintenance
- Performs preventative maintenance, diagnostics and repairs on pumps and hydraulic systems.
- Repairs and maintains piping systems using advanced plumbing and pipefitting skills.
- Troubleshoots, repairs and maintains pneumatic systems.
- Troubleshoots, repairs and maintains mechanical drives and power transmission equipment.
- Performs skilled welding, metal working, fabricating and carpentry skills needed to perform routine facilities and equipment maintenance.
- Understands and employs the automated maintenance management scheduling and tracking system.
- Understand and employs safety protocols and requirements to work safely with high energy (electrical and/or mechanical) systems and in extreme noise and other hazardous environments common to water facilities.
- Operates and maintains light, medium and heavy equipment used in maintenance of water treatment facilities and systems.
- Observes potential problems and corrects them or reports them to the proper personnel.
Division Functions
- Knowledgeable in emergency response protocols and procedures and performs them in response to emergencies that threaten water system capacity, quality or infrastructure.
- Knowledgeable in security protocols and procedures and actively participates in keeping water system supplies, facilities and infrastructure secure.
- Observes activity in and around the building and grounds and notifies proper personnel when required.
Performs other duties as assigned.
Required Qualifications and Skills:
- High school diploma or GED
- Possession of a Class 1B Water Treatment Operator Certificate issued by the State of Montana or must be obtained within one (1) year of employment
- City of Billings Maintenance Certification Program must be completed within four (4) years of employment
- Must be able to wear an air-purifying respirator for 80% of the assigned shift
- Must be able to successfully pass a pre-employment drug test and a Federal and State criminal history background check
Preferred Qualifications and Skills:
- Two (2) years of formal training in scientific, technical, mechanical, or related fields, or related work experience
Working conditions require heavy physical effort, moving over 60 pounds, where effort is intermittent, less than 15% of the time. Working conditions require high attention to detail or deadlines occasionally (between 15% and 45% of the time). A typical workday involves exposure to multiple disagreeable elements, none of which are of greater than moderate intensity, on a frequent basis (more than 70% of the time). Must possess the ability to climb water tanks with appropriate safety equipment to heights exceeding 50 feet as well as the ability to enter confined spaces.
