What are the responsibilities and job description for the Deputy Building Inspector position at City of Bisbee?
Summary: Under general supervision, ensures that all new construction is done in accordance with City building code requirements to safeguard public welfare and property; reviews plans and inspects all new construction and remodeling; responds to complaints of code violations and issues citations.
Representative Job Duties: The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. · Inspects all new construction and remodeling projects for compliance with the City’s Building Codes; issues stop work orders for any non-permitted work; advises the public on proper construction techniques and materials; rejects defective or sub-standard items; coordinates fire code inspections with the Fire Department.
· Responds to complaints regarding violations of the City Building and Zoning Codes, such as outdoor storage, abandoned vehicles, non-conforming uses and weeds and trash; issues violation notices and citations for code violations; follows up to ensure complaints are resolved; maintains records of all violations and assists the City Attorney with citations, as required.
· Prepares agendas and materials and minutes for all meetings of the Design Review Board and other Boards and Commissions as assigned.
· Reviews plans and specifications for new construction and remodeling projects; checks for code compliance.
· Assists the public in applying for building permits and sign permits; reviews all building permit applications; maintains inspection records and files for permit applications; prepares monthly reports of fees collected for building and sign permits; prepares annual report of fees and valuations.
· Interacts with the public and members of the building industry, and investigates and resolves citizen complaints in regard to construction projects.
· Responds to requests for information regarding City, State and Federal codes, regulations and specifications pertaining to construction projects.
· Educates builders, plumbers, and electricians on new codes, policies, procedures and methods of construction.
· Performs other related duties as assigned.
Required Knowledge and Skills:
· High degree of knowledge of the principles and techniques of building inspection.
· Journeyman’s knowledge of building construction and remodeling methods, materials and techniques.
· High degree of knowledge of the principles, practices, and methods of code enforcement.
· High degree of knowledge of City codes and ordinances, and State and Federal standards or equivalent knowledge of and experience in understanding and applying similar policies and procedures of another employer.
· Moderate degree of knowledge of the regulations and requirements of court evidence.
· Moderate degree of knowledge of principles and procedures of record keeping and reporting.
· High level of skill in interpreting construction drawings and specifications.
· High level of skill in the detection of discrepancies in plans, materials, and construction methods and processes, and of appropriate corrective actions.
· Mid level skill in organizing and prioritizing work and completing projects and assignments within deadlines.
· Mid level skill in effective oral and written communications.
· High level of skill in establishing and maintaining effective working relationships with co-workers, contractors, developers and the general public.
· Mid level skill in operating a personal computer, and Microsoft Office and specialized mapping software.
Education, Experience, and Certifications:
· High School Diploma and five (5) years construction experience required; prior experience in code enforcement, zoning or planning preferred; or equivalent combination of education and experience which provides the required knowledge, skills and abilities.
· Must possess and maintain certification as Building Inspector through International Code Council or ability to obtain certification within twelve (12) months.
· State of Arizonaclass D driver’s license.
Environmental Factors and Conditions/Physical Requirements:
· Work is performed in an office environment with field observations/contacts.
· May be subject to repetitive motion such as typing and vision to monitor. Frequently required to stand, walk, sit and reach with hands and arms. Occasionally required to climb or balance and stoop, kneel, crouch or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and the ability to adjust focus.
