The director is committed to building a robust Community Impact department that focuses on rehabilitating and rebuilding existing neighborhoods, fostering strong relationships within our community, enhancing collaboration, increasing local affordable housing opportunities and implementing sustainable development projects that meet the needs of our residents. Under the director's leadership, the department prioritizes inclusivity and engagement, while providing strong enforcement balanced with an equitable distribution of resources.
Divisions & Focus Areas:
- Community Enhancement Division – Oversees rental registration, property maintenance, and vacant commercial building programs to maintain safe and sustainable neighborhoods.
- Grants Management Division – Manages local, state, and federal funding to support neighborhood revitalization, economic development, and services for vulnerable residents.
- Community Impact Division – Drives Downtown Bloomington’s growth, managing events like the Farmers’ Market, supporting businesses, processing special event permits, and improving food access through the Farmers’ Market Link Match program.
Education/Experience:
- Required – Bachelor’s degree with coursework in Urban Planning; Public or Business Administration; Structural Engineering; Architectural; or Construction/Safety related fields. Municipal planning experience which has included at least 5years at a supervisory or management level. Equivalent combination of education and experience may be accepted.
- Preferred – Master’s degree in pertinent fields.
Certificates and Licenses:
- Illinois Driver’s License – required

- Work is performed primarily in an office environment. Work requires travel to other office locations and other agency facilities in town or around the state for meetings and training, as well as occasional visits to work sites. Work includes attending meetings outside of normal work hours. There are no extraordinary physical demands on this position other than incidental outdoor work including occasional oversight work in dusty, moist or humid conditions and in a range of outdoor temperatures.
Salary : $135,000 - $147,000
