The Economic Development Manager plays a key leadership role in creating a one-stop, top of class economic development recruitment and retention division for the city while driving economic growth within the region.  The position and department works to actively recruit and retain business through aggressive and creative outreach that positions the City of Bloomington nationwide as a premier destination for private investment while developing incentives and other programs that foster necessary growth. The Economic Development Manager workclosely with government officials, business leaders, community stakeholders, and private-sector partners to create a conducive environment for economic development.

Works with the Department Director and Economic Development Advocate to create a one stop, white glove service for persons wanting to develop, expand or grow in the City of Bloomington. 


Leads the analysis of development proposals and the development of creative development agreements with the private sector that support community growth while protecting municipal interests. 


Establishes and maintains a creative and thorough yet expeditions incentive request review process.


Plays critical role in development and maintenance of an active business recruitment and retention program. 


Actively recruits new businesses through the creation of innovative recruitment tools, attendance at conference and other events and regular meetings with site selectors, brokers and retail/commercial entities.


Establishes City economic development programs and practices that lead to private sector projects resulting in capital investment, job creation, expanded tax base, creative and niche development, recreation and entertainment venues and other quality developments. 


Acts as a City economic development strategist and provides assistance in the development of short and long-term economic and community development plans as well as the gathering of information and preparation of studies, reports and recommendations to achieve such goals. 


Analyzes economic trends and identifies opportunities for growth in key sectors (e.g., manufacturing, technology, tourism, retail, etc.).


Provides oversight for TIF districts and development agreements, including the tracking and distribution of incentive payments.


Provides information to, including making presentations to City Council, boards, commissions, civic groups, businesses and individuals regarding economic development issues, programs, services and plans. 

  1. Education/Experience: Bachelor’s degree with coursework in Economic Development, Urban 

Planning, Public Administration, Business Administration, Finance, or a closely related field. At least 4 years of progressively responsible, related experience. Master’s degree in related field preferred. Equivalent combination of education and experience may be accepted. 



  1. General Skill Levels

Knowledge of

  • Principles and practices of economic development including, business retention and expansion, development finance and real estate development and reuse, development marketing and small business development strategies. 

  • General principals of municipal zoning in infrastructure and planning programs and processes. 

  • Economic development practices which leverage private sector investment, public sector inducements and grant solicitations. 

  • Applicable state, federal and local ordinances, laws, rules and regulations relating to economic development. 


Skills in

  • Planning, organizing and coordinating a comprehensive program aimed at encouraging economic development for the City

  • strong strategic thinking, analytical, and problem-solving skills.

  • Excellent interpersonal and communication skills, including the ability to build relationships and influence diverse stakeholders.

  • Communicating clearly and effectively, both in writing and orally including public speaking. 

  • Providing customer focused problem solving, professional economic development advice and guidance to developers and potential developers 

  • Evaluating the fiscal and other impacts to the City of proposed developments and businesses.

Physical Requirements/Working Conditions: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position. While performing the essential functions of this job the employee is regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, see, speak and hear. Work is performed in an office environment. Work requires travel throughout the City to its various locations and work sites and occasionally to regional and national meetings. Work regularly includes attending meetings outside of normal work hours. There are no extraordinary physical demands on this position. 


Salary : $92,523 - $104,089
