Essential (primary)
Tracks customer water usage trends. Creates and develops water conservation strategies, drawing on the existing water conservation plan as well as other resources. Assists in implementation of selected strategies.
Tracks energy usage at Utilities facilities and develops energy management strategies to reduce both peak and overall energy demand in treatment processes.
Develops and implements education and outreach programs for Utilities customers throughout the Bloomington area to encourage responsible use of water resources and minimize demands on existing water infrastructure.
Advises all stakeholder groups with the goal of increased understanding of water and energy costs and constraints, and collaborates with these groups to reduce water and energy demand.
Works with Utilities administration and City of Bloomington administration, the Utilities Service Board, high-volume customers, and members of the general public to: Increase customer water use efficiency; develop and promote a water conservation ethic within CBU and its customer base; promote and effectuate efficient resource strategies and management for all CBU facilities.
increase the efficiency CBU’s water supply operations; establish benchmark metrics for regular monitoring of the water conservation program; analyze city government water use through annual auditing.
Responsible for public education including sending end of season notices to irrigation customers; develop primary and secondary school programs; develop a public education program; and place water conservation information on bills.
Reports regularly on progress in tracking and reducing usage, as well as outreach and educational activities.
Researches regulatory agencies, other water utilities and other professional resources in order to identify best practices for improving resource efficiency. Maintains awareness of developments in the field.
Identifies and pursues financing for resource efficiency initiatives.
Non-essential (secondary)
Assists other departmental staff as needed.
Performs related duties as assigned.

Job Requirements
Minimum knowledge equivalent to a bachelor’s degree in energy or resource management, engineering, sustainability, environmental management, environmental science or other relevant subject area.
Minimum experience equivalent to over one year in related field.
Knowledge of energy/water efficiency and management, along with utility and building systems and processes.
Understanding of alternative energy solutions for water and wastewater utilities (such as solar, anaerobic digestion, and micro turbines).
Knowledge of energy rate structures, particularly for high-load energy consumers including water treatment plants.
Ability to accurately gather and interpret energy and water cost and consumption data from a variety of sources.
Ability to process complex information in order to identify and prioritize strategies. Ability to coordinate multiple stakeholders in achieving these priorities.
Ability to make sound judgment calls and decisions understanding the present and future impact of both.
Ability to understand technical reports (e.g. engineering assessments) and explain them to others in lay terms.
Ability to use spreadsheet functions, word documents, and ability to learn software as required.
Difficulty of Work and Personal Work Relationship
Incumbent performs duties in a modern office environment with no unusual physical demands. Incumbents may be placed in situations of conflict due to the nature of the position. Occasionally required to work after regularly scheduled work hours and weekends.
Incumbent maintains frequent contact with City employees, departmental supervisors, vendors, and members of general public for a variety of purposes, including explanation or interpretation of City practices and procedures.
