Description

Incumbent will be responsible for evaluating performance and ensuring that organizations, recipients/subrecipients are in complying with HAND program requirements and regulations. Monitoring responsibility will include both federal and local programs including HOME Investment Partnership, Community Development Block Grants, American Rescue Plan Act, Housing Development Fund and more.

The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.

Essential (primary)

Corresponds with past and present program participants

Coordinates compliance documentation with recipients.

Reports findings and corrective actions

Monitors and ensures compliance dates and deadlines.

Maintains and compiles ongoing reporting.

Maintains paper and digital record requirements in systems such as IDIS, HEROS, Neighborly.
Non-Essential (secondary)

Assists with application intake.

Assists with data input for tracking.

Assists with technical assistance educational sessions.

Job Requirements

Bachelor’s degree or equivalent knowledge, skills, and abilities to perform the essential duties of the position.

A minimum of three years’ experience working with or administering government or other grant/loan programs preferred, ideally related to housing and community development.

Knowledge of and ability to use software applications such as Word and Excel. Experience in Google operating systems, GIS and graphic design software preferred.

Ability to conduct organized, measurable and sustained community outreach, as well as manage projects, to develop partnerships to increase participation in City of Bloomington housing programs.

Ability to legally operate a motor vehicle.

Incumbent will apply knowledge of both practical and theoretical principles from several fields according to situational demands to accomplish the continuance of departmental goals and objectives. Independent judgement is required to make decisions in assisting in administration of city programs including the proper execution and timeliness of HUD and State of Indiana funds and evaluating various programs and agencies; preparing federal reporting documents.
Independent judgement is required in administering planning and development matters; interpreting program guidelines, utilizing federal, state and local regulations; applying these regulations to projects. Incumbent is required to work evenings and weekends as needed.
Personal Work Relationships

Incumbent will maintain frequent contact with department head, local officials, and co-workers; city department staff, business partners, not-for-profit agencies; city, county, state and federal officials, and members of the general public for the purpose of explaining, interpreting, assisting and coordinating activities.

Incumbent also frequently has contact with contractors, developers, trade professionals and other cities’ staff for the purpose of receiving inquiries, expanding programs, and inducing program participation by the greatest possible number of individuals and businesses.
