The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.

Essential (primary)

Researches legal and policy issues and provides resources, information, advice, and recommendations.
 
Drafts and presents ordinances, resolutions, contracts, press announcements and background information, and other documents.
 
Provides support to Council and the Administrator/Attorney during meetings of Council and its committees and task forces, as assigned. 
 
Assists in rendering legal advice to, or conducting litigation on behalf of, the Council.
 
Assists in preparation and distribution of the weekly legislative packet and meeting materials for meetings of Council and its committees and task forces. 
 
Acts as a liaison between Council members, the City administration, and boards and commissions on legal and policy issues relating to City business. 
 
Receives calls from citizens and appropriately responds, working with City staff to resolve complaints or concerns, if necessary. 
 
Networks with other communities to share information about laws, regulations, policies, and practices. 
 
Processes claims and ensures efficient operation for the Council Office. 
 
 
Non-Essential (secondary)
 
Performs duties of Council Administrator/Attorney in their absence.
 
Represents Council when members are unable to attend events and activities.
 
Supervises interns.
 
Performs other duties as assigned.
 
Take all reasonable steps to maintain a safe work environment.Juris Doctor Degree or equivalent knowledge. Licensed attorney in the State of Indiana required.
 
Advanced degree in public affairs or equivalent, preferred. 
 
Minimum of over one year of experience as an attorney and/or government/public affairs.
 
Knowledge of local, state and federal laws, regulations, and rules.
 
Ability to perform research, synthesize information, and render conclusions regarding complex matters of law and public policy. 
 
Significant knowledge of municipal operations and thorough knowledge of legislative process. 
 
Difficulty of Work
 
Applies a broad scope of laws, rules, regulations, and best practices to devise unique approaches for dealing with unusual and/or unresolved problems. Performs work with significant consequence in a high-profile environment where maintaining and providing a balanced perspective for decision-makers is necessary.
 
Observes routine workday schedule with some required evening meetings. The work environment is a modern office with no unusual physical demands. Required to meet constant deadlines.
 
Personal Work Relationships
 
Maintains frequent contact with Council members, City department heads and staff, agencies, organizations, media, and members of the general public. Contact occurs during varied situations and circumstances, often requiring tact and use of mediation skills to gain cooperation in the face of differences of opinion. Able to communicate complex ideas in a clear and concise fashion in both written and oral form.
