Primary Objective

The City of Bloomington is seeking an experienced professional to assist with the leadership of Public Health in Bloomington, Edina, and Richfield. They will provide leadership and supervision to the Shared Services Team (Assessment, Communications, Contracts, and Finance) to fulfill the agency's mission to engage the community in promoting, protecting, and improving the health of all.

Position Summary :

The Assistant Public Health Administrator provides strategic leadership and operational oversight for public health programs and shared services. This role focuses on advancing health equity, workforce development, and program accountability while managing critical functions such as communications, budgeting, contracts, assessment, and quality improvement. The Assistant Public Health Administrator collaborates across sectors, ensures compliance with public health standards, and leads initiatives to achieve measurable community health outcomes. The Assistant Public Health Administrator is a critical leadership role responsible for ensuring the effective delivery of equitable, innovative, and measurable public health services to improve community health outcomes.

Examples of Duties

Leadership and Administration

  • Serve as the second-in-command to the Public Health Administrator and act as the Administrator in their absence
  • Lead and supervise the Shared Services Team, including Communications, Accounting, Contracts, and Assessment, Quality, and Accreditation functions
  • Oversee public health program development, implementation, and evaluation to ensure alignment with division goals, policies, and best practices
  • Develop and manage budgets, oversee grant deliverables, and monitor resources to ensure fiscal accountability in coordination with Public Health Administrator
  • Lead the workforce development plan to build, retain and develop a skilled workforce that reflects the community we serve
  • Lead efforts around staff engagement, training and Division-wide meetings
  • Strategic Planning and Health Equity

  • Lead the Divisions work on health equity and our Community Health Assessment
  • Champion and integrate health equity principles into public health programs, policies, and decision-making processes
  • Analyze data, community input, and best practices to develop strategic directions and effective interventions
  • Identify health disparities and advance initiatives that promote equitable health outcomes for all communities
  • Provide reflective supervision and trauma-informed leadership to staff, fostering an inclusive and supportive work environment
  • Performance Management and Accountability

  • Set performance goals for programs and staff, monitor outcomes, and ensure accountability
  • Evaluate program operations, recommend improvements, and align systems with public health standards
  • Oversee quality assurance, assessment, and accreditation processes to drive performance and compliance
  • Regularly analyze program and service data to inform decision-making and demonstrate impact
  • Community and Stakeholder Engagement

  • Cultivate and maintain partnerships with community organizations, government agencies, health care systems, and other stakeholders
  • Represent the division and the City in stakeholder meetings, public meetings, community forums, and policy discussions. Share these responsibilities with Public Health Administrator to increase Administrator's overall capacity
  • Facilitate strategic relationships to coordinate efforts, secure funding, and improve community health outcomes
  • Emergency Preparedness and Response

  • Provide leadership during public health emergencies, ensuring alignment with preparedness and response plans
  • Serve as a key member of the emergency response team, coordinating and directing activities as needed
  • Policy Development and Communications

  • Evaluate legislation, policy, and regulations impacting public health programs, making recommendations for alignment and compliance
  • Serve as media spokesperson for the division
  • Support internal and external communications, ensuring effective messaging to the community, staff, and partners
  • Prepare and contribute to reports, presentations, and assessments on public health programs and outcomes
  • Required Knowledge, Skills, and Abilities :

  • Strong knowledge of public health principles, program administration, and performance management
  • Expertise in integrating health equity and addressing social determinants of health
  • Experience managing budgets, grants, contracts, and shared services functions
  • Excellent leadership, project management, and team-building skills
  • Ability to analyze data, drive program evaluation, and use evidence to inform decision-making
  • Skilled in fostering partnerships, facilitating collaboration, and advancing public health priorities

  • Minimum / Desirable Qualifications

    MINIMUM QUALIFICATIONS :

  • Bachelor's degree in Public Health, Community Health, Public Administration, Business Management, Healthcare or a related field
  • Minimum of 7 years of experience in public health, human services, healthcare management, business management, or related leadership roles
  • Minimum of 3 years of supervisory experience managing staff, programs, and resources
  • Demonstrated experience advancing health and racial equity through policies, programs, and partnerships
  • Minimum of 3 years managing grants, budgets, and performance deliverables
  • Minimum of 3 years in data analysis, evaluation, and program improvement
  • Access to reliable transportation for job-related duties
  • DESIRABLE QUALIFICATIONS

  • Master's degree in Public Health (MPH), Public Administration, or a related field
  • Experience in government public health (state, county, or municipal) settings
  • Experience leading emergency preparedness and communicable disease response efforts
  • Proficiency in grant writing and reporting
  • Experience in risk communication or public health communication
  • Experience with trauma-informed leadership and reflective supervision
  • Ability to speak a second language relevant to the community (e.g., Spanish, Somali, Vietnamese)
