This position is responsible for multiple aspects of election administration, including equipment maintenance, testing and preparation, and supporting Election Day and post-election operations. Ongoing Part-Time employees who are employed for more than 6 months will make contributions to the pension program (PERA) through payroll deductions unless they qualify for one of the exemptions. Elections
- Manages all aspects of voting equipment, coordinates equipment programming and testing, trains other employees involved in equipment testing and oversees their work; prepares equipment and conducts required Public Accuracy Tests
- Maintains asset management logs for the City’s voting equipment, reports equipment malfunctions and coordinates maintenance of voting equipment; works with Hennepin County elections and vendors regarding acquisition, set-up, testing and repair of voting equipment
- Works with Hennepin County on updates and setup of electronic rosters; may assist with electronic roster training classes for election judges
- Resolves voting equipment problems in precincts on Election Day
- Assists with and carries out a variety of election administration duties before, during and after the election; and creating and maintain election judge training materials
- Assist with coordination of post-election activities, including ranked choice voting tabulation
- Provides passport services to the public during assigned shifts; this includes processing and accepting passport applications in accordance with federal requirements, photographing applicants according to State Department guidelines, preparing the daily transmittal report, and reviewing and mailing passport applications
- Manages digital cemetery records, ensuring their accuracy and completeness
- Assists Deputy City Clerk with selling cemetery lots and niches, arranging interments and responding to customer inquiries
- Compiles data as requested for the public and other departments
- Provides back-up coverage for licensing phone calls and service counter
- Carries out or assists with a variety of special projects as assigned
- Performs other related duties as apparent or assigned
- Knowledge of Minnesota election laws and procedures and ability to explain them to other staff and members of the public
- Strong organizational and time management skills and attention to detail
- Ability to prioritize work and successfully carry out responsibilities with minimal supervision
- Ability to follow numerous multi-step procedures and processes consistently and accurately
- Ability to maintain confidentiality; to act and share information with discretion

MINIMUM QUALIFICATIONS
- One of the following combinations of education and experience:
- A high school diploma or equivalent and at least four years of related work experience involving detailed office support and customer service
- An Associate’s degree or more and at least two years of related work experience involving detailed office support and customer service
- Excellent customer service skills and ability to communicate effectively and respectfully in person, over the phone and via e-mail with employees and the general public
- Excellent computer skills with Microsoft Office products, and the ability to learn multiple specific software programs
- Experience in municipal election administration
- Minnesota County Certification as an election administrator
- Experience using the Minnesota Statewide Voter Registration system
- Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
- Certified passport agent, or ability to obtain within the first 6 months of employment
- Experience with Modus, Cemify, or Fullslate
CONDITIONS OF EMPLOYMENT
