Primary Objective

To perform various types of manual, semi-skilled and skilled work and operate light, medium and heavy equipment involved in the repair and maintenance of City parks and other municipal property. This position will require alternative schedules including evenings, early mornings, and weekends, and holidays as required for the city's maintenance operations.

Facilities Operations Primary Objectives

To work with other full-time and seasonal staff, setting up shelter reservations, cleaning buildings. Setting up for city sponsored events. Taking care of the trash and other maintenance needs in the city parks. Assisting staff at the Bloomington Family Aquatic Center (BFAC). Seeing to the maintenance and repair of city grills picnic tables and memorial benches.

Examples of Duties

  • Examples of Duties in Facilities Maintenance
    • Setting up for shelter reservation events, cleaning facility.
    • Clean and maintain restrooms, disinfect toilets and surfaces, sweep and mop floors.
    • Operate floor scrubbers and other equipment.
    • Backpack blowing outdoor dining areas, cleaning tables.
    • Maintain cleaning inventory, placing orders for new products when needed.
    • Empty trash and recycling bins.
    • Monitoring trash needs in the parks, cleaning vandalism/graffiti.
    • Working with pool needs at BFAC and splashpad, vacuuming the pool, testing pool water, cleaning the pool deck, minor repairs, etc.

  • Assists in repairs and maintenance of the City’s parks, park buildings, natural areas, right-of-ways, grounds, trails, sidewalks and equipment including, but are not limited to:
    • Turf Maintenance: Mowing, weed control, aeration, fertilization, irrigation repair and installation, field renovation, seeding, and operate applicable equipment for this program
    • Arboriculture: Plant, prune, remove, mulch, fertilize, and water trees; maintain shrub beds and natural plant settings
    • Natural Areas: maintain and restore prairie and woodland areas using IPM to manage invasive species and establish desirable vegetation
    • Ballfields: Groom infields and mounds, repair backstops, fences and other applicable facilities. Layout and paint soccer and football fields. Operate applicable equipment for this program
    • Ice Rinks: Construct, repair and paint boards. Grade rink areas. Sweep, blow, plow, edge, and apply water to rink areas
    • Tennis, Volleyball: Install/replace nets, repair fences, etc., rake, level, add sand
    • Park Buildings: Provide minor repairs, paint, and clean
    • Swimming Pools: Prepare facilities, fill/drain pool, paint, clean, repair all equipment, maintain appropriate chemical balance, debris pickup, install/ remove diving boards/dock and other related equipment.
    • Sidewalks and Trails: Plow, sweep, clear brush, mow, inspect
    • Equipment: Clean, oil, grease, repair, and paint. Equipment includes playground equipment, mowers, tables, benches, picnic grills, floodlights, tractors. Make realignment of tractor capabilities for appropriate seasonal use
    • General: Remove trash; install, repair and construct signs; maintain trails and waterways; repair/install split rail fence; knowledge of natural resource issues; light carpentry skills
    • Snow Removal: Plowing sidewalks, trails, parking lots and cul-de-sacs

  • Will work with materials such as herbicide, fertilizer, paint, janitorial chemicals, fuel, lubricants, concrete, sand, gravel and black dirt
  • Operates, with a high degree of proficiency, the following hand, power tools and engine powered equipment in association with Park maintenance and snow removal operations:
    • Hand held power tools, small engine powered equipment, chain saws, pole saws, string trimmers and brush cutters
    • Light duty trucks, 3/4 and one-ton trucks, with dump bodies, plows and pulling trailers
    • Mowers of all sizes and types
    • Agricultural tractors with various mounted and pull behind attachments
    • Single and tandem axle dump trucks used in maintenance work for hauling and pulling trailers.
    • Skid-steer loaders with attachments
    • Front-end loaders
    • Municipal sidewalk plow equipment with plow, brooms or blowers.
    • Tank trucks and other equipment specially modified to maintain outdoor ice rinks
    • Aerial lifts, large commercial chipper
  • Knowledge of methods, equipment, and materials used in park maintenance
  • Perform all work in a safe, skilled and effective manner
  • Demonstrates positive attitude toward job assignments and tasks to be performed
  • Communicates with others relating to work assignments and progress of work or to convey information about conditions or work related needs
  • Ensure both work spaces and equipment are maintained and kept at a high level of cleanliness
  • Direct both full-time and seasonal staff
  • May perform as a lead worker when necessary and assigned; accepts leadership responsibilities and shows initiative in recommending methods to improve safety, quality, and efficiency on the job
  • Maintains maintenance records and estimates and requisitions supplies, materials, and equipment when necessary and assigned
  • Performs duties as outlined in maintenance compensation plan
  • Responsible to work overtime, shift changes, or be on call as necessary or assigned
  • Adheres to safety rules and procedures, and any work rules and policies that pertain to the Public Works Department, Maintenance Division, and/or the Park Maintenance Section
  • When directed, assists with maintenance duties in any of the sections of Public Works Maintenance Division and/or any other Public Works Division
  • Performs other duties and responsibilities as apparent or assigned

  • Ability to read, understand, and follow written and oral instructions including safety rules
  • Ability to work independently with minimum supervision

Minimum/Desirable Qualifications

Minimum Qualifications of Parkkeeper – Steps 1 - 4

  • High school diploma or equivalent.
  • Valid driver's license and have the ability to drive.
  • Class A commercial driver's license including: air brakes and tanker endorsements or the ability to obtain within the first 6 months of employment
  • Pesticide Applicators license Non-commercial, category A & E or the ability to obtain within the first 6 months of employment.
  • Experience utilizing a tablet or personal computer with general word processing, spreadsheet, internet, and email functions

Minimum Qualifications Of Parkkeeper - Steps 5 - 7

  • Must maintain all minimum qualifications listed above
  • Must complete minimum education coursework hours required to move to Step 5, Step 6, Step 7 (minimum of 8 hours; maximum of 72 hours of coursework); prior attainment of an Associate’s or Bachelor’s degree may count toward Step 5’s 8-hour requirement
  • Performs as lead when on job site
  • Understands procedures and operates all Park Maintenance equipment
  • In Park Supervisor’s absence, must be able to perform Supervisor duties as requested by Management
  • To achieve and maintain Step 5, Step 6, or Step 7, employee must meet and maintain all seven components of the Maintenance Division Compensation and Advancement Plan

Desirable Qualifications

  • Work experience in Park Maintenance, commercial grounds maintenance, natural resource restoration/maintenance or arboriculture
  • Work experience in snow removal operations, including plowing, salting, and hauling snow
  • Work experience operating maintenance vehicles such as dump trucks, commercial mowers, tractors and snow equipment.
  • Certified in C.P.R. and First Aid.
  • Post-secondary education in a related field from an accredited college, university or technical school
  • Specialized certifications (i.e. forklift operation, tree inspection, Public Works Certificate, or other applicable fields)
  • Certification/graduation from community-based programs providing labor, maintenance, or construction skills training
  • Ability to speak a language, other than English, that is prevalent in the community (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

  • Applicants must become a Certified Pool Operator and complete the Building Maintenance and Management Series Package within one year of hire date.
  • Must maintain the Class A commercial driver’s license

  • If Parkkeeper Step 5-7, must maintain all seven components of the Maintenance Division Compensation and Advancement Plan to remain at those steps

Anticipated Hiring Range: $30.04 – $34.40 Hourly

2025 Full Salary Range: $30.04 – $40.22 Hourly
