The City of Bloomington is seeking an individual to assist the Center for the Arts Manager in the operation of the Center for the Arts (BCA) facility, in a manner that will maximize services and maintain the City’s desired level of accountability for and stewardship of facilities’ resources. Primary objectives include planning, development, supervision, evaluation, promotion, and performance of administrative tasks relevant to facility operations. Additional duties in event management, arts education programming and management, and facility rental agreements are key to this position.

ESSENTIAL DUTIES

  • Assist in the overall management of BCA facilities and operations to maximize effective facility usage and service to patrons
  • Coordinate and manage all community, arts partner, and patron rental agreements for BCA
  • Act as the facility liaison and coordinator for City events within BCA, managing space usage, scheduling, and employee communications
  • Coordinate and manage city-run arts education community programs in partnership with local studio artists and arts partners  
  • Provide on-site management for select event roles, which may include evenings and weekends
  • Assist in the effective scheduling of the BCA facilities with the Arts partners, City Departments, community organizations, businesses, schools, artists, and the general public
  • Assist in evaluating staff resources needed to provide adequate staff coverage of events and overseeing of BCA personnel
  • Assist in billing, invoices, and revenue management for contracted customers
  • Assist in preparation of the operating budget for BCA
  • Assist in the development of short term and long-range Capital Improvement Plans and procedures for BCA
  • Assist in development of event promotional materials, distribution methods, marketing strategies, and website content development
  • Review patron and user feedback, in the absence of the BCA Manager, to determine facts and resolve issues in accordance with Departmental policy in a timely manner
  • Prepare requisitions and verified claims for materials, supplies, and services as needed, within budgetary limitations. Assist with preparation of contracts for BCA operations for review and approval by the City Attorney
  • Keep BCA Manager and Maintenance and Production Superintendent informed of matters they need to know so they can effectively perform their responsibilities
  • Recommend policies, procedures and other controls which would improve the operation of BCA
  • Maintain a close working relationship with the BCA Manager and BCA Maintenance and Production Superintendent for event production schedules and operations
  • Performs other duties as assigned to achieve the City's cultural arts, historical, parks & recreation service objectives

 KNOWLEDGE, SKILLS & ABILITIES REQUIRED

  • Strong knowledge of and experience in the arts community
  • Ability to complete work assignments in a thorough, accurate, and timely manner
  • Effectiveness in communicating policies and procedures. Ability to provide excellent service to internal and external facility users
  • Act as a role model for all employees by demonstrating the behavior and work ethic expected of all employees
  • Knowledge of digital systems, job-required software applications, the internet and modern office equipment
  • Strong computer skills, including word processing, database, spreadsheet, presentation, and email applications
  • Ability to communicate, both orally and in writing, over the phone and in person, with employees and customers in an effective, tactful, and courteous manner
  • Ability to manage a complex working environment with multiple priorities, tasks, and constituencies simultaneously
  • Ability to work effectively with diverse groups of people. Effectiveness in prioritizing and integrating the City’s equity and inclusion practices
  • Ability to make decisions independently, and track, monitor, and complete assignments with minimal information and supervision or under general instructions
  • Ability to take responsibility for one's work by anticipating and planning workloads through punctual, adaptable, and accountable habits in one's daily work assignments

MINIMUM QUALIFICATIONS 

  • Bachelor's degree in or related to The Arts, Cultural Arts Administration, Parks & Recreation, Facility Management, or closely related field
  • Supervisory experience including recruiting, interviewing, directing and supervising work of subordinate staff
  • Experience using Microsoft Office software
  • Experience in schedule management as it relates to programs, space usage, and delivery of services
  • Excellent oral and written communication skills
  • Availability to work a variety of hours including evenings, weekends, and holidays
  • Valid driver's license or ability to secure individual transportation as needed, including on short notice

 DESIRABLE QUALIFICATIONS

  • Advanced degree in or related to The Arts, Cultural Arts Administration, Parks & Recreation, Facility Management, or closely related field
  • Experience or background in Arts Education and/or management of Art programs
  • Three or more years supervisory experience including recruiting, interviewing, directing and supervising work of subordinate staff
  • Experience working with theatrical productions and live events, including the use and/or oversight of sound and lighting equipment
  • Experience working with cultural arts programs including visual arts, music, theater, and dance
  • Network and affiliate contacts within the Twin Cities and surrounding areas for performance arts, visual arts, and arts and cultural groups
  • Experience working directly and effectively with people from diverse racial, ethnic, and socioeconomic backgrounds and diverse life experiences 
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
SUPERVISION OF OTHERS
This position supervises Center for the Arts part-time staff and event-specific staff

Anticipated Hiring Range: $84,754-$89,895 Annually
2025 Full Salary Range: $84,754-$112,986 Annually
