This position will serve as the Director and City Engineer. Responsible for the overall planning, direction and operation of the Engineering department. Responsibilities also include, but are not limited to, budgeting, planning, design, and construction oversight of capital and maintenance projects that are associated with municipal utilities, traffic, streets and other City facilities. Works with other City departments, residents and outside agencies regarding engineering, construction, and related activities. Provides supervision, oversight, and guidance to Engineering department staff. Provides engineering expertise to the City Manager, Deputy City Manager, City Council and other City departments.

- Provides strategic direction and leadership for the Engineering Department. Develops and implements comprehensive plans and strategies to achieve organizational goals and objectives. Ensures alignment of departmental activities with the City's overall mission and vision.
- Oversees the planning and execution of infrastructure improvement projects, ensuring they are completed on time and within budget.
- Stays informed about new technologies, best practices, and regulatory requirements related to infrastructure management and improvement.
- Leads a team of engineers in researching, planning, and implementing infrastructure improvement projects. Coordinates project timelines, resources, and budgets to ensure successful outcomes.
- Monitors project progress and addresses any issues or obstacles that may arise.
- Coordinates with department heads to prioritize projects and allocate resources effectively.
- Directs the preparation of short-term and long-term plans and budgets based on City goals and growth objectives and ensures that department expenses remain within the limits of approved budgets.
- Oversees spending on a multi-million-dollar annual capital budget and reports to the Deputy City Manager any variances from that budget.
- Reviews plans, location, contracts, and cost estimates for technical adequacy and code compliance, and approves acceptable proposals or makes corrective recommendations.
- Meets with various public works agencies, governing boards, private entities, and other units of local government to ensure cooperation with related and affected services. Represents the City at meetings with public officials, contractors, private entities, and engineering personnel.
- Prepares or oversees public communications, such as street closings during construction, signal and other infrastructure changes, and City agreements about new development areas. Responds to documents and resolves complaints from City stakeholders.
- Ensures compliance with relevant regulations, codes, and standards in all operational activities. Identifies and mitigates potential risks and liabilities associated with departmental projects and operations.
- Implements best practices and protocols to promote safety, sustainability, and environmental stewardship.
- Continually seeks innovative solutions to improve standard practices, infrastructure, enhance efficiency, and address community needs.
