JOB DESCRIPTION

Job Summary

The Animal Control Officer will enforce laws concerning the care and treatment of animals, protect and rescue domesticated animals, and maintain public health standards. In addition, this position is responsible for parking enforcement duties by monitoring parking lots and streets to make sure that drivers adhere to the parking laws and regulations.

Animal Control/Parking Enforcement Essential Duties & Responsibilities

  • Perform animal control duties to include capturing and impounding dangerous or stray animals. Investigating cases of animal cruelty. Enforcing licensing laws and other state, county, and city laws and regulations of that are applicable to the animal control program.

  • Providing expert testimony in court cases.
  • Rescuing trapped animals.
  • Writing incident reports.
  • Providing humane care to animals under their supervision.
  • While on duty, animal control officers interact frequently with members of the public. They issue citations and warnings to people for mistreatment of animals in their care and may remove animals from a negligent owner’s custody. Officers may also provide educational seminars to the community on topics such as animal welfare and animal-related laws.
  • In the case of wildlife, these cases are generally referred to the Department of Natural Resources.
  • Animal Control Officer will be on call evenings, weekends and holidays for emergency situations.
  • Monitor downtown parking spaces for violations of City Code such as 2-hour parking infractions, Handicap Spaces, Loading Zones and all other parking violations.
  • Walk downtown area to monitor parking violations.
  • Monitor Fire Lanes and Handicap Zones in commercial areas for parking violations.

Requirements

  • Analyze research to determine applicable ordinances, codes, regulations and statues.
  • General computer operations to include Microsoft Word, Excel, and ability to learn software specific to the department.
  • Operation of office machines, such as scanner, computer, copier and fax machine.
  • Establish and maintain an effective working relationship with all levels of City management, officials, staff, and the general public.
  • Communicate effectively in person, telephone, writing and by e-mail with all levels of City management, officials, staff and the general public.
  • Meet deadlines efficiently by applying knowledge of the procedures to fulfill essential job duties
  • Provide excellent public relations and customer service skills.
  • Work in a multi-task environment.
  • Ability to organize, prioritize, and carry out office work with minimal supervision.
  • Must possess and maintain a valid Driver’s License with satisfactory driving record.
  • Maintain regular attendance.

  • A portion of work takes place in an outdoor setting in extreme temperatures including heat, cold and temperature swings and inclement weather. Subject to sunburn and other sun exposure related incidents.
  • Stressful situations are inherent to this position.
  • Exposure to traffic, dust, fumes and loud noises that are routinely encountered in maintenance operations.
  • Exposure to herbicides, pesticides and fertilizers.
  • Exposure to stinging and biting insects, poisonous plants, snakes and other wildlife.
  • Work includes response to emergency situations, some weekends, holidays and some after hours.

  • Must possess the ability to access remote sites that may require climbing and traversing rough terrain, possibly in all weather conditions.
  • Must be able to sit, stand or walk for significant periods of time daily. Required to reach with hands and arms; climb and balance; stoop, kneel, crouch and crawl.
  • Lift and/or carry up to 80 pounds, and pull, push or drag up to 150 pounds of files, equipment and/or other materials.
  • Must possess general manual dexterity to operate computer, equipment, tools, controls or other objects; reach with hands or arms.
  • Must be able to use step stools and ladders to store and retrieve items of various sizes, shapes and forms.
  • Must possess mental acuity for attention to accuracy and detail.
  • Must see in the normal visual range with or without correction.
  • Must hear in the normal audio range with or without correction.
  • Must be able to hear clearly when working around equipment and traffic.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 4:30 p.m., 40 hours per week. This position could require longer hours or call-outs on weekends, holidays, and evenings.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Education/Experience Required

  • High School diploma/GED required.
  • Knowledge of the principles and practices for enforcement or regulatory codes pertaining to municipal law is a plus.

Salary commensurate with experience.
