JOB DESCRIPTION
Job Summary
The City of Bluefield is accepting applications for the position of Engineering Services/Stormwater Director/Deputy Public Works Director. The City Engineering Services/Stormwater Director/Deputy Public Works Director is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Engineering/Stormwater Department/Public Works Department including review and approval of new development maps and construction plans; administers and monitors consulting contracts; traffic engineering; preparation of the five-year Capital Improvement Program; review, manage all aspects of the City’s Stormwater system, specifically understand and stay abreast of changes in the compliance requirements of the Municipal Small Storm Sewer System (MS4) regulations; coordinates assigned activities with other departments and outside agencies; assists the Public Works Director as needed; acts as a member of the city management team and provides support to the City Manager.
Essential Duties
- Assume full management responsibility for all Engineering/Stormwater Department/Public Works Department activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.
- Establish, within city policy, appropriate service, and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Plan, direct, and coordinate, through subordinate level staff, the Engineering/Stormwater Department’s work plan, assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed to; ensure the maintenance of safe working conditions and good house- keeping practices; meet with key staff to identify and resolve problems.
- Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Direct and review the work of contract consultants providing assistance to staff.
- Review and approve new development maps and construction plans.
- Supervise and approve all city and consultant prepared construction plans and specifications.
- Supervise, oversee, and coordinate as necessary, all city construction projects.
- Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence.
- Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities.
- Represent the Engineering/Stormwater Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
- Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
- Participate on a variety of boards, commissions, and committees including City Council meetings.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protested, and maintained; initiate purchases of Qualifications equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation.
- Participate in statewide discussion groups regarding the regulated community and attend programs to provide continuing education opportunities about stormwater compliance and infrastructure improvement and maintenance
- Develop an inspection program, to include reporting, remediation, and follow-up to fulfill Illicit Discharge Detection and Elimination requirements of the MS4 permit
- Expand and improve stormwater permitting requirements for developers within the jurisdiction of the municipality
- Analyze, plan, and execute stormwater infrastructure improvements to enhance the efficiency and condition of the city’s storm water assets
- Direct all stormwater drain inlet and piping cleaning schedules and routes
- Develop spreadsheets, databases, and graphs to portray significant tracking data for stormwater program efficiency and expenses
- Plan and implement newer stormwater best management practices, wherever practical and cost effective
- Perform other related duties as required.
Education & Experience
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Bachelors of Science Degree in Civil or Environmental Engineering or related technical field and experience
- Possess Professional Engineering License or Engineer-In-Training status with the intent of procuring professional licensing
- Must be proficient in technical engineering computing applications; such as, AutoCAD, ArcGIS, Excel, Word and PowerPoint
- Must possess excellent written and oral communication and intrapersonal skills
- Must be fluent in grant writing, understand state/federal grant application procedures, able to research, apply and administer municipal bonding to infrastructure projects
- Must be a self-starter capable and willing to propose, accept and implement change in the fluid environments of Engineering/Stormwater regulation and municipal government
- Should be resourceful and willing to initiate change for the betterment of the program. Never idle in seeking operational and efficiency improvements through change in the status quo
- Possess principles and practices of administration, multi-department supervision, budgeting, public relations and supervising multimillion-dollar projects though all phases
- Proficient in coordinating and administering contracts, agreements, and Request for Proposals and Invitation for Bids
- Possession of a valid Driver’s License
Work Environment
Work will be performed in the City Hall Administrative office. Work is performed in an office setting but will require circulation throughout the facility and other areas of the city.

Rate of Pay
Salary commensurate with experience.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are primarily Monday through Friday, 8:00 a.m. to 4:30 p.m., 40 hours per week. This position could require longer hours outside the scheduled workday.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel could be expected.
