GENERAL DEFINITION OF WORK:
Responsible for the management and coordination of contractors and professional resources for the purpose of developing and delivering assigned Capital Improvement Projects. Have the ability to articulate project needs in written format and possess an acute knowledge of the Florida Building Code, budgets, project scheduling and procurement procedures. Work is performed under supervision of department director or designee.

TYPICAL FUNCTIONS:
Input on project budgets
Provide project estimates
Articulates project needs in the written format of RFP's and work orders;
Coordinate the project team to include contractors, architects/engineers and City staff. Recommends effective solutions to construction problems;
Assures compliance with Davis-Bacon Act and with any special requirements for any grant funded project.
Verifies work is in compliance with City standards, approved drawings and specifications, codes, and permit requirements;
Procurement of construction and professional services; Oversees project and makes appropriate comments and recommendations.
Prepares and maintains daily reports on construction in progress including comments and recommendations;
Responsible for construction budget and schedule;
Prepares weekly status reports on projects;
Verifies monthly progress reports and pay requests and recommends payment
Recommends and prepares all change orders for City Council approval;
Convert facility and site concepts into a completed CIP format. Serve as a liaison to, and coordinates with Municipal Services project managers.
Conduct and document post-hurricane inspection of facilities, parks and sites;
Conduct safety inspections of facilities, parks & sites and make recommendations deemed appropriate.
Responsible for close out of project;
Performs related tasks as required.
Other related functions, tasks, or preferences may include:
Manage multiple CIP Projects simultaneously
Develop, review, and interpret construction plans
Coordinate with multiple stakeholders (City staff, vendors, contractors)
Knowledge of site infrastructure and earthwork
Knowledge of building foundations and testing procedures
Knowledge of HVAC, Plumbing, Mechanical, Electrical, MEP is required.
Work is performed under supervision of the Capital Improvement Projects Manager
General Contractor License is preferred.
Thorough knowledge of construction standards and construction project management; thorough knowledge of municipal policies and procedures; skill in negotiating; skill in problem solving; ability to communicate effectively both orally and in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in construction management, engineering, business, or public administration plus two years' experience or seven (7) years of combined experience as a Project Manager or General Contractor. Certification as a Uniform Building Code Inspector and governmental experience preferred.
SPECIAL REQUIREMENTS:
Possession of a valid State of Florida driver's license.
PHYSICAL DEMANDS:
Must be able to lift, carry and push articles weighing up to 50 lbs. Must be able to wear hard hat/helmet, safety glasses, safety shoes, and gloves. Exposure to extreme temperatures, electrical hazards, noise, heights, and dust.
