Required Knowledge, Experience, And Training
  • Must have a Bachelor’s degree in Engineering, Construction Management, Architecture, or related field.
  • Minimum 5 years progressively responsible experience in a related occupational group, including planning, managing, scheduling projects, preparing and reviewing contract documents, representing an owner on construction projects, 3 of which must be at the superintendent/management level, and/or
  • an equivalent combination of education and/or experience.

Preferred Knowledge, Experience, And Training
  • Idaho Professional license in architecture, engineering, construction management or related field.
Licensing And Other Requirements
  • Valid state-issued driver's license.

Required knowledge of Federal Aviation Administration (FAA) AC specifications and forms; American Institute of Architects (AIA) forms, American Concrete Institute (ACI) specifications, Idaho Standards for Public Works Construction (ISPWC) specifications, City of Boise standard revisions to the ISPWC specifications, Ada County Highway District (ACHD) specifications and supplemental specifications, and Idaho Transportation Department (ITD) specifications.

Functional knowledge of general and governmental facilities management principles, program methodologies, and procedures; capital program procedures and practices with special emphasis on airfield, building and facilities construction methods and commonly used materials; Federal and State laws, local ordinances, and codes as they relate to all requirements of the job; project management methods; development tools and practices for planning, budgeting, scheduling, coordinating, supervising, monitoring performance and evaluating results; technical functions, principles, methods, and techniques of public planning including those related to demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning; project management, construction management and engineering principles, practices, and procedures, including estimating techniques, goals and objectives development, and work planning and organization; contract administration, project accounting, including budget development and management; read and interpret ordinances, laws, regulations and construction plans or specifications pertinent to the position.

Ability to prepare and verify estimates of engineering and construction costs; plan and organize complex projects and studies; collect, assimilate, and evaluate data and prepare recommendations; review or direct the preparations of plans, specifications and legal contracts; evaluate cost alternatives and recommend or adopt effective courses of action; work within a project team; review and direct the work of outside consultants; respond to changing priorities and schedules; manage construction schedules; administer change orders and contract laws; Inspect public works projects for conformance with plans and specifications; utilize computerized engineering applications; ability to write accurate, clear, and concise materials such as project proposals, reports, financial analyses, fact sheets, progress reports, questions and inquiries; change priorities and schedules; compile and maintain financial records, reports and various other forms of pertinent information in an organized and professional manner as mandated by regulations; display an attitude of cooperation and work harmoniously with the media, businesses, contractors, special interest groups and other organizations, co-workers, public, and all levels of City of Boise employees; communicate clearly and effectively in the English Language at a level necessary for efficient job performance and understanding; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Essential Functions

Prepares or supervises preparation of conceptual plans, specifications and estimates. Identifies necessary changes in scope, prepares and authorizes change orders. Negotiates and resolves disputes and coordinates other City of Boise work activities related to project construction. Monitors construction budgets; reviews, negotiates, and certifies contractor pay requests; reviews initial contractor change order requests, provides internal cost estimates for owner requested change. Implements quality construction standards and practices. Conducts facility space planning, programming and design to maximize efficiency of multiple facilities, and spaces. Evaluates facility and customer needs. Provides planning, direction, and coordination of construction projects. Assists in development of the Airport Capital Improvement Program (CIP). Performs design services for projects; Coordinates and reviews design consultant's work. Administers design contracts and prepares task orders. Provides quality control review and approval of plans, and preliminary and final design documents. Provides guidance and direction during design and construction to engineers, technical staff, consultants, and/or project managers. Researches design alternatives and materials.

Identifies areas that require professional services, procurement, and contracts. Prepares scope of professional services for design work and coordinates advertisement for consultant submittals. Prepares project contract documents. Evaluates design and cost proposals for Airport projects. Coordinates consultant submittal reviews and meetings with other divisions and departments. Makes technical reviews and provides recommendations regarding designs prepared by consulting engineers and architects. Prepares and reviews bidding documents for contracting and purchase of equipment and materials. Collaborates with Purchasing Division for project purchasing activities. Conducts pre-bid conferences and answers vendors’ questions. Prepares bid tabulations and recommendations, contract documents, purchase orders, and change orders. Develops background information and justifications for contracts and contract changes. Reviews design consultants bid packages for compliance with City of Boise purchasing requirements.

Ensures projects are within budget and schedule. Coordinates construction activities with contractors, tenants, and users. Manages project contracts. Reviews cost proposals, and negotiates prices. Researches and interprets contract documents to make recommendations to resolve issues. Reviews and approves invoices and product submittals. Provides weekly progress reports on projects and oversight and direction to staff. Coordinates with other City of Boise departments related to project construction, promotes and maintains cooperative efforts between the City of Boise and external contractors.

Coordinates projects funded by Federal Aviation Administration (FAA) grant money. Provides required project documentation to FAA and maintains project files. Assists with grant applications, environmental reviews, design change order approvals, and grant close out reporting. Researches and reviews contract documents to ensure FAA design purchasing standards are being met. Monitors budget to achieve successful project completion and/or grant compliance. Evaluates facility needs, and assists in development of FAA capital improvement program project list. Prepares cost estimates, budgets, and project schedules, develops detailed scope of work for projects, and provides documentation to the FAA. Coordinates FAA grant funded studies, such as Master Plan updates, Part 150 Noise studies, and various environmental studies.

Manages required environmental programs such as, Industrial Multisector General Permit (MSGP) Storm water Pollution Prevention Plans (SWPPP), National Storm Water Pollution Elimination (NSPE), air quality permits, Municipal Storm water (MS4), and hazardous chemical reporting. Manages required facility safety programs. Provides technical support to maintenance staff for facility improvements and repairs. Performs regular pavement and storm water facilities inspections and recommends short and long maintenance programs. Maintains maintenance and deicing chemical use records. Performs development reviews to ensure compatible land development near the airport.

While performing the duties of this job the employee is always lifting/carrying up to 10 pounds, frequently lifting/carrying up to 20 pounds and occasionally lifting/carrying up to 35 pounds. Also, the employee is always pushing/pulling up to 10 pounds, frequently pushing/pulling up to 20 pounds and occasionally pushing/pulling up to 35 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Exposed to various hazards associated with construction sites, uneven walkways, construction equipement, etc.
This position works: weekend, shift, and/or holiday work may be required as projects or emergencies dictate.
