This position works under immediate/direct supervision.
Essential Functions
Conducts daily sampling for process/instrument verification and abnormal conditions. Provides analytical and technical support to operations staff on complex physical, biological, and chemical processes to maximize wastewater operation efficiency and meet Idaho Pollutant Discharge Elimination System (IPDES) permit requirements of the city's renewal facilities. Provides input on process control strategies and adjustments to process variables affecting the quantity and quality of process effluents, biosolids, and nutrient and energy recovery. Manages and changes plant operational parameters based on sampling results. Reviews facility upgrade plans and contributes recommendations and suggestions.
Manages the data from the lab, supervisory control, and data acquisition (SCADA) and operator field tests using wastewater management software. Assembles and maintains process control data using spreadsheets and other computerized tools. Reviews data and performs comparative evaluations of multiple data streams. Organizes and posts process evaluations and special study data. Provides data sets relevant to third-party requests.
Conducts research projects, evaluates process variables, monitors success and efficiency, and determines impacts on treatment outcomes. Calibrates and evaluates laboratory and online monitoring equipment for application and success in monitoring and controlling process variables to achieve IPDES permit compliance. Monitors and evaluates chemical addition systems at the water renewal facilities (WRF) to achieve best management practices and meet treatment goals. Conducts experiments to support engineering projects. Responds to emergencies as required. Coordinates with Water Quality Laboratory staff for special sampling and process studies.
Assists with best management practices in wastewater treatment, nutrient, and energy recovery. Works with city staff to maintain electronic operations manuals and wastewater management software and reviews compliance regulations associated with wastewater process operations. Evaluates new developments in municipal wastewater treatment's regulatory, process, and technical aspects.
Evaluates data relevance for data quality objectives, permit limits, and regulatory requirements. Creates interpretive documents for operator training, management updates, and consultant evaluations of process performance and system capacity affecting multi-million-dollar projects and capacity improvements. Supports, maintains, and automates various computerized data management and analysis programs.

Requirements
Required Knowledge, Experience, And Training
- High school diploma or equivalent and
- 2 years of experience or direct education in industrial operations analysis, process control of wastewater treatment facilities, wastewater treatment operations, or laboratory analysis,
- or an equivalent combination of education and/or experience.
- permitting and operation of wastewater treatment facilities;
- principles of statistics, graphing, algebra, linear regression and logarithmic functions;
- quality assurance/quality control (QA/QC) measures and protocols;
- laboratory tests relating to water, wastewater, reuse water and soil;
- construction or design of wastewater, water collection, or treatment facilities; and
- computer usage including related software.

- interpret and apply relevant policies, ordinances, and regulations;
- review analytical data and recommend solutions and/or correct problems;

Preferred Knowledge, Experience, And Training
- Wastewater Treatment or Laboratory Operator class II Certificate or higher license and/or a four-year degree in wastewater treatment engineering/technology, chemistry, biology, microbiology, environmental science, process engineering, or related field.
- Three or more years of experience at one of the wastewater facilities owned and operated by the City of Boise or a comparable large, state-of-the-art wastewater facility.
- Experience with IPDES permits.
- Leadership, collaboration and communication skills.

- safety regulations, safe work practices, and safety equipment related to the work.
Valid state-issued driver's license.
Ability to obtain a Wastewater Treatment or Laboratory Operator-level OIT or Class I Certificate within six months of meeting Idaho Bureau of Occupational Licenses eligibility requirements.

The work environment will include inside conditions, outdoor weather conditions, in wet and humid conditions, areas of dust, odors, mist and gases, or other airborne matter. Work includes protected exposure to infectious bacteria, bodily fluids, and chemicals. exposure to sewage, methane, hydrogen sulfide, and other possible toxic gases and hazardous substances.
