Talent Acquisition Manager manages and directs talent acquisition strategies and activities. Participates as a member of the department leadership team to set goals, establish priorities and identify strategies regarding the delivery of recruitment, selection and pre-employment onboarding services. This position works under administrative direction.
This position is designated as At-Will.
Bachelor's degree in human resource management, business organizational development or a related field and five years of progressive experience in strategic management of major HR programs for a medium- to large-sized organization with a minimum three years of experience managing human resource staff in a supervisory capacity.

Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority. Establishes service levels and standards, develops and measures metrics and identifies strategies regarding recruitment, selection and pre-employment onboarding. Collaborates across the organization to ensure services meet current and future workforce needs. Oversees a quality customer service experience with a high degree of professionalism. Reviews processes and programs for consistent application across the organization in compliance with federal, state and local laws. Interprets and explains governing regulations. Oversees the administration of a citywide automated applicant tracking software system and record-keeping for associated programs and systems. Provides leadership in recruiting and selecting employees to align with the organization’s vision, mission, values and initiatives. Develops marketing plans and recruitment materials to attract highly qualified applicants. Supports community outreach efforts and partners with various organizations to reach a diverse pool of qualified applicants. Performs executive-level recruitments and facilitates interviewing and hiring processes for the mayor and council offices. Leads the development of interview and selection processes to reach organizational goals and contributes to training for hiring supervisors. Performs other duties as assigned. Preferred Knowledge, Experience, And Training
Master's degree in human resources management, organizational development, business administration or a related field and ten years of progressive experience supervising and managing human resource programs in a similarly sized organization.
Current professional certification(s).
Licensing And Other Requirements
Valid state-issued driver's license
Society for Human Resource Management/Human Resources Certification Institute (SHRM/HRCI) professional certification(s).
