Job Description Summary:
Under minimal supervision, perform thorough investigations of traffic crashes, enforce traffic crash-related ordinances, and perform other duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Investigates and documents traffic crashes occurring within the City of Boulder. This includes responding to the scene of crashes, collecting information and evidence and completing official crash reports, applying relevant ordinances, issuing traffic citations, and testifying in court as necessary. May also perform vehicle inspections, damage analysis, and attend autopsies.
  • Performs traffic direction and enforcement functions. This includes issuing parking tickets on public or private property, directing traffic as required, investigating hit-and-run crashes, assisting and providing information to motorists, and responding to abandoned vehicle complaints. Performs appraisals to establish values for abandoned vehicles.
  • Updates job knowledge by attending training as required. This may include the following areas: investigation techniques, reporting procedures, crime classifications, state statutes and municipal ordinances, and departmental guidelines.
  • Other duties include the following: Performs related duties as required to meet the needs of the city. Takes proper safety precautions to prevent crashes. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

MINIMUM QUALIFICATIONS
  • Ability to obtain First Aid/CPR certification upon completion of on-the-job training. Courteous and effective communications skills.
  • Ability and willingness to respond, when called out, for serious or fatal vehicle crashes when off duty.
  • Ability to pass pre-hire physical agility test as outlined below.
  • Ability to interact with people from a variety of backgrounds and to maintain composure under difficult circumstances.
  • Ability to work under pressure with minimal supervision.
  • Ability to understand and apply relevant laws, including state statutes and municipal ordinances.
  • Ability to demonstrate attention to detail.
  • Ability to be decisive, use sound reasoning skills, and work well in a team/collaborative environment.
  • Ability and willingness to work a rotating shift schedule, including evenings and weekends, and appearing in court to testify on the employee’s day off.
  • Knowledge of good written communications skills.
  • Knowledge of basic math skills, including the ability to use moderately complex formulas.
  • Valid Colorado driver's license and ability to maintain an acceptable motor vehicle record. Driving is required.
  • Have a maintain acceptable background information, including criminal conviction history.
  • Must be at least 21 years old.
PREFERRED QUALIFICATIONS
  • Law enforcement experience.
  • Previous experience working with the public.
  • Report or technical writing background.
  • Previous experience working with confidential or limited access materials.
  • Ability to demonstrate bilingual skills in English/Spanish.
  • Knowledge and familiarity with computers.
  • Knowledge of the Boulder area and community, and the geographic layout of the City of Boulder.
  • Skills in math at an above average level.
  • Hiring preference may be given to in-state candidates.

REQUIRED EDUCATION & EXPERIENCE
  • High school degree or equivalent.
  • Two (2) years of work experience in any field.
  • Previous stable work history.

Supervision Received: Traffic Sergeant

BACKGROUND INFORMATION
  • Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant’s criminal history, background and motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances.
  • Polygraph or Computer Voice Stress Analyzer used for verification of applicant information.
  • Prior to employment, successful applicants are required to submit to a drug test.
  • Some positions will also require medical and/or psychological testing prior to employment.
PRE-HIRE PHYSICAL AGILITY TESTING WILL CONSIST OF:
Lifting and carrying a box weighing 50 pounds for 50 feet.
WORKING CONDITIONS
Physical and mental effort
Primarily active physical work, which requires continuous walking or standing up to 4-8 hours/day, continuous sitting and/or driving up to 2-4 hours/day. Occasional lifting objects up to 50 lbs., frequent lifting up to 20 lbs., and continuously lifting up 10 lbs. Occasional bending, kneeling, reaching overhead, and crawling. Frequent squatting, climbing, and jumping. Continuous use of the hands for simple grasping and fine manipulation. Frequent eye/hand coordination necessary. Vision, speech and hearing all necessary, vision for reading, recording and interpreting information; speech for communication and hearing to maintain communication with employees and the public.
Work environment
Works primarily out of doors regardless of weather conditions. May be exposed to dust, auto exhaust and bodily fluids.
Machines and equipment used
Frequently drives department vehicle, and utilizes standard office equipment including personal
computers, telephones, calculators and copy/fax machines. Also uses police radio and camera.
