Job Description Summary:
OVERVIEW OF ROLE - Industrial Pretreatment
Under general supervision, the Water Quality Technician IV (Industrial Pretreatment) provides an essential role in supporting industrial pretreatment operations and compliance aspects of the City of Boulder Industrial Pretreatment Program (IPT). This position conducts field sampling, compliance investigations of non-permitted facilities, enforcement, management of the Industrial User Inventory, and customer service related to industrial pretreatment inquiries.

INDUSTRIAL PRETREATMENT
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supports Wastewater and Industrial Pretreatment Compliance
  • Conducts Wastewater Sampling and Flow Monitoring
  • Performs routine sampling at the Water Resource Recovery Facility (WRRF), industrial sites, wastewater collection system and septage haulers.
  • Conducts flow monitoring at various locations throughout the collection system.
  • Performs appropriate maintenance and calibrations on all field equipment.
  • Conducts inspections, evaluate compliance, and follow up at food service establishments, dental facilities and other non-permitted commercial and industrial sites.
  • Implements compliance and initiates enforcement actions in coordination with Water Quality Manager and Compliance Program Manager.
  • Understands federal, state, and local regulations, rules, policies, and standard operation procedures to support compliance and identifies deadlines and areas of risk associated with the industrial pretreatment program.
  • Executes identified priority tasks in an efficient, timely manner. Plans and coordinates work and reports on work progress.
  • Elevates difficult or complex issues and identifies field investigation needs in coordination with the supervisor and program manager.
Supports Overall Industrial Pretreatment Program
  • Responds to inquiries from contractors, the public, and other agencies on industrial pretreatment regulations, policies, and procedures. Professionally represents city policies and positions on industrial pretreatment regulations and issues.
  • Assist in implementing special studies pertaining to pollutant source investigations, industrial pretreatment and water quality regulations.
  • Supports education and outreach initiatives related to water quality issues and pollution prevention.
Data Entry and Analysis
  • Manages field investigation and inspection data using records management, GIS, asset management and other pretreatment software. Maintains up to date and meticulous records on inspection completion, sampling events, correspondence records, and follow up actions.
  • Interprets field investigation testing data and enters data in a timely manner into the city's database management system with attention to detail and accuracy.
  • Works in spreadsheets and pretreatment software to organize tasks, identify upcoming deadlines, and record customer interactions.
  • Using established queries in software and basic spreadsheet function, such as filters and pivot tables, reports on status of FOG compliance.
Supports Water Quality Programs
  • Coordinates with Wastewater Treatment, Utilities Maintenance, Boulder Fire Department, Planning and Development Services, and other teams on matters relating to water quality.
  • Assists and collaborates with other Water Quality program areas such as backflow prevention, drinking water quality, stormwater quality, wastewater operations, and the wastewater lab, as needed.
Other Duties
  • Perform related duties as required to meet the needs of the city.
  • Take proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Use all required safety equipment and follows all safety regulations, policies, and procedures. Report all accidents and damage to city property.
  • Comply with all city policies and participating in professional trainings and development
MINIMUM QUALIFICATIONS
  • Ability to be a supportive teammate and be confident and professional in working with others. Comfortable with working through conflict and differences of opinion.

Knowledge of principles and processes for providing customer service including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability to demonstrate effective verbal and written communications skills, including ability to work in a team environment and work with the public.
  • Ability to proactively identify work priorities, issues and opportunities for process improvement. Able to make decisions based upon a mixture of analysis, experience, and judgment; seeks help from others to get even better-quality results.
  • Ability to take a systematic approach to collecting, managing, analyzing and reporting data. Has attention to detail, understands and applies procedures, regulations, and technical instructions, and is organized in work planning and meeting deadlines.
  • Ability to work effectively on a team and individually to perform work in an accurate and efficient manner and following standard procedures. Is dependable, reliable, meets deadlines, and can adapt to changing priorities and evolving approaches.
  • Knowledge of common word processing, spreadsheet programs and databases for data entry and retrieval for reporting.
  • Skill and experience conducting environmental field work, including water quality sampling and/or compliance inspections, and ability to operate, calibrate, and maintain analytical field equipment.
  • Current certification or ability to obtain within twelve (12) months of hire:
    • HAZWOPER
    • Confined Space
    • Wastewater (D), Industrial Wastewater (D), Small Wastewater System, or Collection (1) Operator
  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
  • Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
  • Ability to demonstrate work experience in industrial pretreatment, environmental compliance, or closely related field.
  • Ability to demonstrate working knowledge of 40 CFR 136 and Boulder Revised Code.
  • Knowledge of and experience with environmental regulations, enforcement, writing inspection reports/violation notices, and coordinating with regulatory agencies.
  • Skill in and experience obtaining water quality samples for compliance with federal and state regulations.
REQUIRED EDUCATION AND EXPERIENCE
  • Associate’s degree in science, environmental science, civil engineering, wastewater collections, water quality, or related field; or equivalent of four (4) years experience may substitute for the education requirement only.
  • Three (3) years of relevant work experience demonstrating knowledge and ability to apply environmental principles.

WORKING CONDITIONS AND REQUIREMENTS
  • Physical and Mental Effort: Occasional lifting of up to 50 pounds. Regularly requires standing, walking, lifting, kneeling, carrying, sitting and occasional climbing. Requires visual acuity, manual dexterity in measuring samples and calibrating equipment.
  • Work Environment: Works in an office environment, laboratory setting, commercial and industrial settings, and outdoors. Exposure to outdoor weather conditions and possibly adverse weather. Works on occasion in noisy work areas with exposure to fumes or chemicals and in confined spaces.
  • Machines and Equipment Used: City vehicle, standard office equipment, water quality instruments and sampling equipment.
