Job Description Summary:
Treated WaterUnder general direction of the Civil Engineering Manager, this position provides project engineering, project management, and civil engineering services in support of Treated Water Engineering team. The position develops and implements the capital improvement program for Boulder’s water treatment plants and distribution system. This position also facilitates effective public processes, establishing balanced dialogue with partners and community members, anticipating and deescalating conflict, and presenting to city boards and council.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Project Management and Technical Acumen
Manages the completion of studies, master planning, and capital improvement projects and programs in coordination with other Utilities work groups, city departments and consultants.
Oversees the preparation of planning documents, studies, mapping, engineering drawings, specifications and bid documents.
Procures consulting and construction services and manages subsequent contract submittals, invoices, change orders, inspections, etc.
Assesses infrastructure condition and implements appropriate replacement and rehabilitation programs for drainageways and stormwater infrastructure.
Public Process Facilitation
In collaboration with Communications and Engagement staff, manages the public process for projects, including developing and executing appropriate outreach strategies, meeting with community members, and providing opportunities for meaningful and authentic public engagement.
Coordinates with internal and external partners and seeks resolution to difficult situations that require tactful persuasion and negotiation skills, while maintaining long-term relationships.
Evaluates target audiences and modifies communication style as appropriate to maximize the audience’s understanding of project and program needs.
May present to City Council, the Water Resources Advisory Board, Planning Board, and other relevant city boards to provide opportunities for input and build support for ongoing efforts.
Lead management of studies, master planning, and capital improvement projects and programs:
Collaborate and work as a team member with city staff on complex projects.
Retain consultant services following city procurement procedures and manage the preparation of planning documents, studies, mapping, engineering drawings, specifications, and bid documents.
May manage consultants and contractors to achieve project goals.
Using city procedures and best practices of the industry lead engineering projects through construction, restoration, and warranty phases. Lead construction services and manage contract submittals, invoices, change orders, engineering inspections, etc.
Identify regulatory triggers for projects and ensures compliance with relevant permitting and review requirements.
Support and facilitate development of the short-term (6yr) and long-term (20yr) CIP planning process.
Collaborate and work as a team member with city staff on complex projects.
Collaborate with other city departments as well as outside agencies such as CDPHE, Boulder County, Mile High Flood District, Army Corps of Engineers, FEMA, and CDOT among others.
Management of active construction sites and field inspections:
Oversee and manage active capital construction projects.
Proactively develop awareness of potential obstacles and conflicts and utilize strong negotiation skills during construction conflict resolution meetings.
Perform field inspections and direct City and contracted inspection teams.
Proactively identify public and business impacts of construction activities and maintain positive relations with affected parties.
Assess infrastructure condition, current conditions and projected future needs and implement appropriate replacement and rehabilitation programs:
Coordinate and lead condition assessment programs for utilities assets in collaboration with maintenance staff, review resulting data, and develop prioritized improvement needs and budget implications.
May review existing asset datasets and prepare and execute data improvement plans.
Lead the collection and analysis of data by City staff, contractors, and consultants.
Identify implementation strategies and implement associated construction projects and programs.

Thorough knowledge of and experience with current engineering principles, practices, procedures; materials, and equipment as they apply to municipal utilities systems and projects including design, construction, administration, inspection, automated drafting, geographic information systems, database manipulation, and land surveying.
Knowledge of and experience with Federal, State and local laws and regulations dealing with water conveyance/storage, treatment, and general utility construction projects.
PREFERRED QUALIFICATIONS
Master of Science in Civil Engineering or related field.
Experience with large (>24-inch) diameter pipeline design and construction.
Experience with water storage tank design and construction.
Experience managing controversial projects and interacting with a highly engaged public.
Thorough understanding of water unit processes and hydraulics.
Basic understanding of hydraulic modeling programs.
Experience executing complex water treatment facility capital projects within operating facilities.
Experience with alternative delivery methods for capital improvement projects (design/build, CMAR, etc.)
REQUIRED EDUCATION AND EXPERIENCE
Current registration as a Colorado Professional Engineer or ability to transfer current out of state registration within one year.
Bachelor of Science Degree in Civil Engineering from an accredited engineering university
Four (4) or more years of demonstrated experience independently leading engineering design and construction projects within a water utility or with a consulting engineering firm working for water clients.

WORKING CONDITIONS AND REQUIREMENTS
Physical Demands
Primarily sedentary physical work requiring the ability to lift a maximum of 25 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording, and interpreting information; speech communication and hearing to maintain communication with others. Routine visits to construction work sites requiring walking over rough surfaces and climbing.
Work Environment
Work will be performed in a hybrid combination of a typical office environment and working from home. Routine visits to construction work sites and city industrial facilities where there is exposure to open trenches, confined spaces, moving equipment, traffic, mechanical and electrical equipment pressurized liquids and gasses, chemicals, and open water. Travel and local commuting between city office buildings and other Boulder locations can be expected.
