Job Description Summary:
The GIS Manager will help the Open Space and Mountain Parks Department further our mission by providing GIS leadership and direction to the department. This position supervises GIS operations and provides support to staff throughout the department in the area of GIS. The GIS Manager supports the overall success of the organization, emphasizing a problem-solving orientation, effective communication, focus on continuous improvement, and efficient, and accountable service to internal and external customers. The ideal candidate will bring leadership, coordination, and creative solutions to the GIS team as it advances its goal of getting more value from the City’s data. This position will direct, coach, and review the work of lower-level professionals. Additionally, the GIS Manager will collaborate with the RIS/GIS team and Power Users from across the department and city-wide on spatial and non-spatial projects.As a member of the department’s Resource Information Services (RIS) team, the GIS Manager will implement the Resource Information Services Strategic Operations Plan and work with a variety of subject matter experts to learn, support, and improve workflows for programs ranging from recreation to resource preservation and restoration.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership
Contributes to the development, implementation, monitoring, and reporting of the Resource Information Services Strategic Operating Plan.
Provides direction for GIS service delivery across department. Works in a collaborative manner with direct supervisor, peers, and staff to:
Lead and direct the GIS program and related projects by identifying, prioritizing, and coordinating activities to ensure that departmental needs are met, and that a high level of service delivery is provided in a coordinated, efficient, and effective manner to the public and to city staff; identifies and implements related recommendations.
Develop client relationships and provides exceptional customer service to internal and external customers through careful listening and understanding of client issues and by communicating findings, proposals, specifications, and project statuses to ensure multiple management objectives are met.
Provide strategic input on the direction of the enterprise and departments GIS program.
Proactively and positively communicates city and department initiatives to program staff.
May be assigned acting status in the absence of the Resources Information Sr Manager.
Supervision
Participates as a member of the Resource Information Services supervisory team.
Establishes work priorities to ensure that standards and departmental needs are met.
Creates detailed goals and work plans; tracks progress associated with the workplan.
Performs annual Staff reviews, timesheet approval and manages the GIS hiring process.
Leads and mentors program staff based on principles of empowerment, listening, standards of excellence, city, department and team values, community connections, and responsiveness.
Promotes and provides opportunities for the application of innovative technology and new ideas.
Recognizes the needs of staff, coaches them, and seeks training and experiential opportunities to help develop skills and capacity.
GIS management and Administration
Plan and coordinate administration of departmental ArcGIS servers and ArcGIS Online, including data maintenance, publishing, user setup, user support, security, service registration, and upgrades.
Maintains technology environments based on standard best practices; Monitors all departmental GIS software components and database instances.
Develops and implements processes and procedures to ensure high levels of performance, continuous operations and integrity of all the OSMP GIS server components.
Develop data management protocol including maintenance, metadata and archives.
Ensures all departmental GIS data is managed and maintained.
Oversee management of mobile data collection efforts.
Project Management
Ability to manage complex GIS and non-GIS projects. The projects may include multiple disciplines, departments, or agencies.
Collaborates with projects stakeholders to develop viable project goals, objectives, and timelines for project deliverables and application launch.
Develops and ensures contractor compliance with contract terms where applicable.
Collaboration
Represents OSMP as a liaison to other city departments and partner agencies in projects or efforts relating to GIS and data.
MINIMUM QUALIFICATIONS

Ability to respond to emergency situations during and after normal work hours when required. Participate in emergency response and recovery trainings, demonstrate flexibility and initiative to help support emergency response and recovery.
Knowledge and strong understanding of geospatial concepts that can be demonstrated in the administration of and proficient use of Geographic Information Systems (GIS) software including ArcGIS tools. Experience administering and using the ESRI suite of software - ArcGIS Pro, ArcGIS Online and Portal for ArcGIS.
Knowledge of relational database management systems e.g. Microsoft SQL Server
Skilled in leadership and supervision including developing work plans, budgets, coordinating projects, hiring, evaluating and managing staff in all aspects of work. Ability to establish and maintain effective working relationships with employees, departments, governmental agencies, and the public.
Skills that can be demonstrated in analyzing and organization.
Valid Driver's License and ability to maintain an acceptable motor vehicle record.
Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
Bachelor's Degree or higher in geography, business or public administration, engineering, computer science, natural resource management or related field with 8 years of progressively responsible GIS experience
A minimum of four (4) years of experience supervising GIS or IT personnel
Experience with applications in the Adobe Creative Cloud such as Photoshop, Illustrator or InDesign
Experience working with CAD data in ArcGIS, knowledge of CAD or Bluebeam
Experience with ArcGIS Field Maps, Survey 123
Skilled with GPS units or mobile data collection devices
Experience working in municipal governments or otherwise demonstrated commitment to public service
Knowledge of statistical packages – R, JMP, SAS or SPSS
Knowledge of the principles of Natural Resource and Recreational Resource management
Knowledge at a proficiency in Power BI, PowerPoint, OneNote, SharePoint, and TEAMS
Knowledge at a proficient level in relational database management systems e.g. Microsoft SQL Server
Knowledge of the principles of Natural Resource and Recreational Resource management
Skilled in programming/scripting which could include Python, JavaScript, HTML, .NET.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in geography, business or public administration, engineering, computer science, natural resource management or related and six (6) years of GIS or related experience
Eight (8) years of GIS experience may substitute for the education requirement
A minimum of two (2) years of experience supervising GIS, natural resource, resource management, or IT personnel
Experience in project management.
SUPERVISION
Supervision Received: IT Sr Manager – OpenSpace and Mountain Parks
Supervision Exercised: GIS Sr Analyst, GIS Analyst and GIS Specialist; may supervise temporary or seasonal field crews, contractors, volunteers, and interns.
WORKING CONDITIONS AND REQUIREMENTS
Physical and mental effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting as well as the ability to walk on uneven surfaces and sometimes difficult terrain. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Upper body strength to lift and carry supplies and equipment.
Working environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.
