Job Description Summary:

Through a 3-year fixed term position; serve the visitors of the City of Boulder’s Open Space and Mountain Parks by providing Limited Commission public safety, natural resource management and environmental education through code enforcement and visitor contacts (both educational and informational). Provides assistance in emergency medical response, and search and rescue response, including proactive patrol and responding to calls for service.  Works with partner agencies to provide the community of Boulder and its visitors with exemplary customer service.   

To follow the OSMP Ranger Naturalist Mission to “strive to be models of excellence in environmental stewardship, resource protection, and community safety while providing exceptional customer service and elevating the visitor experience”.   

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES   

Performs Patrol  

  • As a limited commission Ranger, performs pro-active patrol by foot, bike, or vehicle on OSMP trails and properties.  Enforces rules and regulations; provides information and education about the park’s natural resources; ensures public safety and natural resource protection. 

  • Responds to non-emergency calls for service regarding law enforcement, Search and Rescue, wildlife management, and other calls as assigned. Takes appropriate action within the scope of their limited commission to protect lives, property, and natural resources.   

  • Ensures permit compliance and manages conflicts between visitors; issues warnings and summons for violations of the Boulder Revised Code (municipal ordinances).    

  • Provides information to the public about trails, facilities, regulations, trail conditions, local flora and fauna, and interprets the park including cultural and natural resources.  Seeks to enhance the visitor experience.   

  • As the Crew Lead: 

  • Assist with training of new Limited Commission Temporary Rangers   

  • Collaborate with Education and Outreach staff to identify problem areas/department needs, and coordinate extra patrols. 

  • Set the example for field expectations and mentor crew members. 

  • Collaborate with outside agencies to coordinate patrol at 4th of July trailhead and/or other special assignments.   

  • Be the liaison between supervisors and the Limited Commission Temporary Rangers, to facilitate communication regarding personnel and field issues. 

  • De-escalates and controls tense situations. Works cooperatively with other Rangers and partnering agencies.        

  • Provide educational and interpretive services while on patrol and through prepared and coordinated programming.  

  • Maintain daily patrol logs through Ranger RAPTOR app, thoroughly prepares written reports, follows state guidelines regarding Body Worn Camera usage.  Professionally testifies in court regarding ranger duties and enforcement actions.  Must be a credible witness.  

  • Coordinates with other OSMP workgroups and other local agencies to design and implement solutions to issues identified on OSMP property.  Locates and organizes resources needed to implement strategies.  Consistently shares information with other agencies and department members.    

  • Complies with department policies, rules, regulations, instructions, laws, and ordinances pertaining to the Fixed Term Ranger position.    

  • Monitors conditions and use patterns and events on OSMP properties that are damaging to the natural resources, and takes appropriate action to address the issue, collaborates with OSMP resource staff to address identified issues.  

  • Responds to and suppresses wildland fires on or threatening OSMP property, as assigned and according to policy as an FFT2.   

  • Responds to medical emergencies, according to policy, and applies knowledge and skill to assist with medical calls, as an Emergency Medical Responder (or higher qualifications). 

  • Monitors and documents damage or unsafe conditions of OSMP facilities. 

  • Hikes up to 10 miles per day in difficult terrain and inclement weather.   

  • Applies knowledge of OSMP system to direct and lead resources in Search and Rescue/Lost party situations.    

  • Provides appropriate medical care.    

  • Complies with department policies, rules, regulations, instructions, laws, and ordinances pertaining to the Temporary Ranger position.    

  • Performs related duties as required.  

 

MINIMUM QUALIFICATIONS    

  • Ability to successfully complete a 4-week training program to become a Limited Commission Ranger; provided during first month after hire date (if not completed already).   

  • Ability to be an effective team member; works collaboratively and cooperatively with teams to accomplish tasks. 

  • Ability to clearly and concisely communicate both verbally and in writing.   

  • Ability to complete work in a timely and consistent manner. 

  • Ability to work independently; during contacts and on assigned calls.   

  • Ability to problem solve and make good decisions and acts on solutions.  

  • Ability to successfully complete and maintain Emergency Medical Responder training within 3-6 months of hire, dependent on class availability and team scheduling.   

  • Ability to successfully complete and maintain S130/S190 certification (“Red Card”) within 1 year of hire, based on class availability and team scheduling.   

  • Skill and experience in Law Enforcement, in a natural resource setting or other Law Enforcement setting. 

  • Valid Driver’s License and ability to maintain an acceptable motor vehicle record.

  • Have and maintain acceptable background information, including criminal conviction history. 

 

PREFERRED QUALIFICATIONS

  • Ability to manage conflict resolution and de-escalation; training or certification in Crisis Intervention Training (“CIT”) or related certification/training   

  • Ability to communicate fluently in Spanish.

  • Knowledge of the local natural history, flora and fauna.    

  • Experience as a Limited Commission Ranger with the city of Boulder’s Open Space and Mountain Parks Ranger workgroup, and/or a heavily visited and complex land system comparable to OSMP.  

  • Bachelor's or Associate degree from an accredited college or university in the field of natural resource management, forestry, environmental science, biology, ecology or other closely related field. 

  • Demonstrated skill and experience in Law/Code Enforcement, in a natural resource setting or other Law/Code Enforcement setting.  

  • Emergency Medical Responder certification, Emergency Medication Technician certification or higher level of medical certification.  Skill and experience in proper field application of these certifications.    

  • Current S130/S190 certification (“Red Card”) or higher wildland firefighting certifications.  Skill and experience in wildland firefighting.  

  • Current Certified Interpretive Guide (“CIG”) certification or NAI certification.  Skill and experience in environmental education and interpretation.    

  • Experience hiking over long distances, high elevation and over steep terrain.   

 

REQUIRED EDUCATION AND EXPERIENCE 

  • 1 year of related post-secondary education in a related field, or related experience, including military service.  

  • CPR certification (or higher)

WORKING CONDITIONS AND REQUIREMENTS     

Physical and mental effort:

  • Ability to perform essential physical duties of the job including the ability to hike up to 10 miles daily over rugged and uneven terrain in all weather conditions; to lift and carry equipment; to stand, walk and kneel while performing duties on a regular basis; to perform basic maintenance duties using hand tools; to perform rescue mission tasks including carrying a litter and using ropes.  

  • Ability to tolerate physically and mentally working in extreme environments, in very hot or cold weather events, during hostile contacts and dangerous situations.    Ability to climb boulders, climb mountains, hike long distances, and carry 50 lbs. of equipment up steep mountain trails and off-trail for Search and Rescue or Law Enforcement missions.    

Work environment:

  • Works weekends and holiday shifts.  Works over 10 hours for long calls/missions.  

Machines and equipment used:

  • Ability to perform basic maintenance duties using hand tools; to perform rescue mission tasks including carrying a litter and using ropes.
