Purpose of Classification
The purpose of this classification is to enforce traffic / parking laws, to include responding to traffic accidents, rendering first aid, conducting accident investigations, issuing citations, and providing traffic control.
Essential Functions
The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Reviews Red Light and Speed Enforcement Camera events in accordance with Standard Operating Procedure (SOP) and issues Notice of Violation (NOV) and / or Uniform Traffic Citation(UTC).
Enforces traffic laws, parking laws, and other applicable codes, ordinances, laws and regulations in order to protect life and property, prevent crime, and promote security.
Responds to traffic accidents / complaints and conducts accident investigations for non-serious bodily injury (SBI) or non-fatality crashes; provides first aid at accident sites; investigates collisions / accidents involving vehicular / property damage, personal injuries, hit-and-run drivers; prepares accident reports and diagrams; reviews evidence, and develops conclusions; issues traffic / parking citations as appropriate.
Uses visual observation and radar / laser speed detection units to enforce speed laws; sets up speed display trailer along roadsides to advise motorists of their speeds.
Provides traffic control or crowd control for accident scenes, traffic homicide investigations (THIs), special events, or other situations as appropriate.
Controls traffic in school crossings, intersections, or related areas; guides traffic flow through school zones; directs pedestrian traffic and provides protection / monitoring of children, parents, or other pedestrians to ensure their safety in crossing streets / intersections in school zones.
Patrols designated areas of city to detect and deter traffic violations or other concerns; checks or reports suspicious vehicles, persons, or situations; identifies traffic violations; identifies traffic problems and investigates traffic hazards; responds to calls regarding abandoned vehicles and curbstoning; coordinates removal of debris or other hazards from roadways; observes and reports damaged streets, signs, and malfunctioning traffic control devices; maintains high visibility in the community.
Performs public service duties; provides general assistance to the public, such as assisting stranded motorists, providing directions, or extinguishing small fires.
Participates in court activities; responds to court subpoenas; testifies and presents evidence during court.
Operates, inspects, and maintains a variety of standard and specialized machinery, equipment, and tools associated with law enforcement, which may include a police vehicle, speed display trailer, radar / laser equipment, flashlight, fire extinguisher, measuring devices, photographic equipment, tape recorder, radio / communications equipment, telephone, broom, hand tools, or general office equipment.
Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals; performs driving functions in a safe and efficient manner under various conditions, including day / night hours, in congested traffic, in adverse weather conditions, and in emergency situations involving speeds in excess of posted limits.
Prepares or completes various forms, reports, correspondence, activity reports, accident reports, diagrams, citations, towing records, or other documents.
Receives various forms, reports, correspondence, criminal history reports, driver history reports, subpoenas, laws, codes, ordinances, policies, procedures, maps, diagrams, bulletins, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a personal computer or other equipment as necessary to complete essential functions, to include the use of word processing, e-mail, Internet, and other computer programs.
Communicates with supervisors, officers, employees, dispatchers, other divisions / departments, law enforcement personnel, fire personnel, emergency / medical personnel, victims, complainants, offenders, towing companies, the public, the media, outside agencies, and other individuals as needed to obtain information, coordinate activities, review status of work, exchange information, or resolve problems.
Creates / maintains positive public relations with the general public; maintains and promotes peace and order in the community; provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, safety, or other issues.
Attends shift meetings, training sessions and seminars as required to remain knowledgeable of departmental operations / activities, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal / civil case law; participates in physical fitness training and continuing education activities; reads professional literature; maintains professional affiliations.
ADDITIONAL FUNCTIONS
Provides assistance to other employees or departments as needed.
Assists in Real Time Crime Center.
Performs other related duties as required.
Minimum Qualifications
MINIMUM QUALIFICATIONS
- Must possess a high school diploma or valid equivalent, which includes United States Armed Forces Institute (USAFI) tests. The State of Florida's Criminal Justice Standards and Training Commission must approve non-U.S. education equivalency.
- Possess (or obtain within fourteen (14) days of hire) and maintain a valid State of Florida Driver's license.

PHYSICAL & SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS
Physical Ability : Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and / or pulling of objects and materials of moderate weight (20 pounds).
Sensory Requirements : Tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Tasks require the ability to communicate orally.
