Schedule: This position normally works a regular weekday, daytime shift and

requires scheduled/unscheduled overtime, including evenings, weekends, special events and holidays.

Supervision Received: Reports to the Commander of the Patrol Support Division

General Purpose of the Position: The crime analyst will work with other members within the Real-Time Crime Center utilizing information obtained from internal and external sources to anticipate, prevent, monitor, and inform criminal activity. The crime analyst will review crime trends, criminal behavior, crime victims, disorder, quality of life issues, traffic issues, internal police operations, support criminal investigations, prosecution, patrol activities, crime prevention and crime reduction strategies through problem-solving. The crime analyst will refine and distribute useful information to all parts of the department. This position requires intermediate analytical work, including monitoring and analyzing multiple data sources. They will also perform other duties as assigned by management.

Nature of Work:

Crime analysis is a critical function whereby current information is used to aid operational personnel in meeting their tactical crime control and prevention objectives. It includes the analysis of crime data, criminals, victims, quality of life issues, and internal police operations. Its results support patrol activities, crime prevention, reduction strategies, problem-solving, and the evaluation of police efforts.

The crime analyst will collect, verify, analyze, maintain, and distribute intelligence information from internal and external sources, including social media, license plate readers (LPR), and camera systems throughout the city, while also anticipating or monitoring criminal activity. Duties will include identifying and analyzing the methods of operation of individual criminals (MO), providing crime pattern recognition, and providing data analyses. The analyst will monitor or conduct real time analysis of video surveillance to detect criminal or suspicious activity, identify real threats, and relay information to applicable law enforcement personnel.Work also includes operating and interpreting multiple software systems regarding emergencies and calls for service. The crime analyst will develop crime maps, graphs, charts, and develop crime prediction and resource allocation models in areas of high crime.

Illustrative Examples of Work:

· Gather information related to a specific crime or criminal activity from available resources, including but not limited to criminal databases, social media, pawn shop records, local law enforcement agencies, or the analysis of video cameras and recording systems to identify illegal or suspicious activity.

· Gather information from in-house resources, including narratives, supplemental reports, and involved officers and detectives to develop crime trends and patterns.

· Gathered information must be efficiently interpreted, with the useful information separated, concentrated, and clearly presented. It will then be used to enhance existing databases, fulfill intelligence requests, search for crime patterns and prepare strategic planning.

  • Monitor, analyze, collect and assess intelligence information from various online sources or data streams.
  • Provide daily and weekly reports of criminal activity that includes crimes occurring in the city and determine the percentage and direction of change compared to the previous year's data.

· On a weekly basis, provide the numbers for a chosen set of crimes compared to the previous year and analyze the changes.

· Analyze the data collected to determine crime patterns and provide information/suggestions for day/time and place increases in patrol.

· On a weekly basis, provide the cases of property crimes for the city and create a map of their locations.

· Provide crime information, including statistics, spreadsheets, maps, tables, and charts. Examples include workload calculations by area and shift, officer activity reports, statistics for grant applications, reports to community groups, and recommendations from the public for crime information.

· On request, create intelligence bulletins for department members. These include attempts to identify or locate, be on the lookout for (BOLOs), informational intelligence, and officer safety alerts.

· Receive, read, save, and disperse (physically and electronically) intelligence bulletins from other agencies.

· Receive, record, and disperse notices from the LENS (Law Enforcement Notification System) of parolees with addresses within the City of Bradenton.

· As necessary, assist the Records Department with crime reporting responsibilities as outlined in established procedures.

· Perform the administrator role for the eWarrants program, used to request warrants and receive judicial permission for warrants electronically. The administrator enters and removes members in the system, resets passwords, and distributes notifications on the status of warrant requests.

· Receive CrimeTips emails and, if possible, check the background on any specific information or names provided. Otherwise, or after a background check, route the call to the supervisor or detective in charge of cases concerning the crime referenced.

· Monitor, operate, and interpret multiple software systems regarding emergencies or criminal behaviors.

  • Assist detectives concerning investigations requiring information from real-time crime center resources.

· Other related duties as assigned.

Desirable Knowledge, Skills, and Abilities:

· Knowledge of statistical mathematics and experience with the presentation of results.

· Ability to collect complex information from various sources and unify it into a presentable format that can be viewed and understood by any recipient.

· Knowledge of or ability to quickly learn the OneSolution RMS program utilized at the City of Bradenton Police Department.

· Knowledge of the following computer applications to include, but not limited to Microsoft Office applications, such as Word, Excel, PowerPoint, and Adobe Acrobat.

· Ability to organize and present clear, concise, and factual technical reports of findings and recommendations utilizing substantiating mathematics.

· Ability to recall and relate information accurately and reliably, understand and carry out complex oral and written instructions, prioritize work, and meet time restraints.

· Ability to work independently and carry out assigned projects to completion with little to no instruction.

· Ability to adhere to prescribed routines and practices.

· Ability to multi-task, effectively manage multiple projects and maintain complex records.

· Ability to establish and maintain effective working relationships with employees, outside agencies, and the public.

· Must be team-oriented.

· Ability to maintain security and confidentiality.

Desirable Training and Experience:

Graduation from an accredited college or university with a bachelor’s degree in science, mathematics, criminal justice or graduation from an accredited college or university with an associate’s degree in science, mathematics, criminal justice and 2-years of experience working in a capacity similar to as defined within the job description or an equivalent combination of education, training, and experience. Should have or be willing to obtain the FDLE Law Enforcement Analyst and Florida Crime Information Center/National Crime Information Center (FCIC/NCIC) certification after being hired.

Pay Grade: 117
