DEFINITION:
Under specified direction performs a variety of professional level financial auditing functions to ensure compliance with the sales and use tax ordinances and policies of the City of Brighton. Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. This position must work well independent and with teams made up of employees from other departments and divisions including Economic Development and Community Development.

Tax Auditor I
Under general supervision, this is the entry-level class in the Tax Auditor series. Incumbents in this class typically have limited related work experience and may be considered to be in a training capacity. The Tax Auditor I class is distinguished from level II by the performance of less than the full range of duties assigned to level II. Incumbents are expected to exercise more independence and initiative as processes and procedures of assigned area of responsibility are learned.

Tax Auditor II
Under general supervision, this is class in the Tax Auditor series and is distinguished from level I by the ability to perform the full range of duties including audits with only occasional instruction or assistance as needed. Incumbents in this class must be able to work with independence and initiative.

Senior Tax Auditor
Under general direction, this is the advanced-level class in the Tax Auditor series and is distinguished from level II by the ability to perform the full range of duties, including complex audits, with little to no instruction or assistance. Incumbents in this class are expected to be fully knowledgeable about the City tax code and regulations and be able to perform necessary research and make recommendations regarding taxation issues.

SUPERVISION EXERCISED AND RECEIVED:
Under the direction of the Revenue Manager, or as assigned. This position does not supervise any employees.

EXAMPLES OF ESSENETIAL RESPONSIBILTIES AND DUTIES
Perform a variety of sales and use tax collection functions, to include review and evaluation of financial and operational records of businesses that operate in the City to determine compliance with the City of Brighton Sales and Use Tax Code rules and regulations and with applicable statutes.

Schedule, plan, and perform sales and use tax compliance audits; examine taxpayer records at the places of business.

Enter financial data in computer; prepare spreadsheets and document information including sales receipts, deposits, tax returns, and payments. Analyze data to determine compliance with sales and use tax code.

Determine taxes, interest, and penalties owed; write audit reports detailing and summarizing findings.

Issue tax assessments, assist taxpayers and their representatives in person or on the telephone, answering questions and interpreting sales and use tax code; provide information on sales and use tax collection and reporting requirements.

Research other municipal, state, and federal tax collection policies and procedures.

Serve as City of Brighton representative in court proceedings relating to disputed tax assessments.

Audit financial records of contractors performing major construction projects within the City.

Conduct annual Sales and Use Tax training programs for businesses.

Review and process claims for sales/use tax refunds.

Cooperate with and assist other tax auditors and technicians to identify problems and solutions.

Assist in training and guiding tax auditors, coordinators or technicians as needed.

Other duties as assigned.

QUALIFICATIONS

Tax Auditor I 
Knowledge of: 
Policies procedures and goals of the City of Brighton and the Finance Department.
Practices principles and theories of accounting including Generally Accepted Accounting Principles and Generally Accepted Auditing Standards.
City of Brighton tax auditing policies, goals, and procedures.
Ability to:
Develop and implement goals, policies, and procedures pertaining to tax collection.
Schedule, and perform sales and use tax audits.
Exercise discretion and independent judgment.
Use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.
Listen well and communicate effectively orally and in writing with various audiences.
Establish and maintain effective working relationships with City employees, other agencies, business owners, and the public.

Tax Auditor II 
In addition to Tax Auditor I qualifications
Knowledge of: 
State statutes, ordinances, and charter relating to municipal finance, tax collection, and tax auditing.
Ability to: 
Review, select, and assign tax accounts for audit.
Interpret, understand, and comply with complex laws, ordinances, regulations, standards, and guidelines relating to taxation.
Develop audit strategies.

Senior Tax Auditor 
In addition to Tax Auditor I and II qualifications
Advanced knowledge of: 
Advanced knowledge of the practices and procedures of tax auditing including General Accepted Auditing Standards.
Ability to: 
Perform complex audits in predominately any industry independently, and with little to no instruction or assistance.
Review and make recommendations on tax and licensing ordinances and regulations.
Other duties as assigned.

EDUCATION AND EXPERIENCE 
Tax Auditor I
Bachelor's degree in accounting or related field from an accredited college or university; one year of related experience. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.??

Tax Auditor II
Bachelor's degree in accounting or related field from an accredited college or university; two years of auditing experience and at least one year of sales and use tax audit experience. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.??

Senior Tax Auditor
Bachelor's degree in accounting or related field from an accredited college or university; four years of auditing experience and at least two years of sales and use tax audit experience. An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.??

Preferred: 
Experience in a governmental organization. Possession of Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO). ?

PHYSICAL REQUIREMENTS??

While performing the duties of this position, the employee is regularly required to walk, stand, sit, kneel or crouch.?The employee must frequently lift and/or move up to 25 pounds and have the ability to occasionally lift and/or move up to 100 pounds alone or with assistance, as available.? Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.? ?

SPECIAL REQUIREMENTS?
Possession of a valid driver's license with safe driving record.??
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.?
Bilingual English/Spanish preferred.
