Job Title: Recreation Director
Supervisor: City Administrator
A. Job Summary/Objectives:
The Recreation Director serves as the Department Head responsible for overseeing all recreational and aquatic programming conducted at City of Brillion facilities. This role includes managing activities at the Brillion Community Center, Brillion Community Center Pool, and City Parks to creatively cater to diverse recreational interests across the community.
B. Essential Duties and Responsibilities:
- Supervise and schedule all City-sponsored recreational activities at municipal facilities.
- Ensure optimal utilization of City-owned recreational facilities within scheduling and budget constraints.
- Manage the City-owned swimming pool in compliance with Wisconsin Department of Health regulations to maintain safety and operational standards.
- Plan and schedule leagues, tournaments, and social functions for various activities and age groups.
- Coordinate and oversee Program Directors' activities.
- Foster collaboration with Brillion Public Schools for shared facility and resource use.
- Ensure compliance with DILHR, OSHA, and ADA regulations in coordination with the City Administrator and Public Works Supervisor Working Leadman.
- Address public inquiries and grievances courteously and promptly, escalating issues as necessary to other Department Heads.
- Collaborate with other City Department Heads to support interdepartmental initiatives.
- Cultivate a positive work environment and maintain effective relationships with departmental employees.
- Develop performance criteria and conduct annual evaluations for department personnel.
- Manage recruitment, employment, and performance management processes within the department.
- Prepare and administer departmental budgets following city-approved procedures.
- Review and approve payroll records before submission to the City Clerk/Treasurer.
- Implement a system to collect and account for user fees designated by the Park & Recreation Commission and Common Council.
- Assume duties of departmental employees as needed due to absence or tardiness.
- Develop and execute marketing strategies to promote City recreation programs.
- Attend and report at monthly Park and Recreation Commission meetings.
- Provide written reports at monthly Common Council meetings, and as required for Council action.
- Other duties may be assigned by the Administrator or the Park and Recreation Commission as needed and appropriate.
C. Specific Aquatic Duties:
- Obtain CPO certification or equivalent, and manage pool chemical levels, pH, and temperature.
- Conduct in-service training on topics such as spinal injury management and swimming lesson planning.
D. Minimum Qualifications:
- Proficiency in computer usage and relevant software for record keeping in recreational programming.
- Experience with diverse marketing strategies to meet community needs.
- Ability to maintain effective relationships with employees, department heads, city officials, and the public.
- Experience in planning and scheduling leagues, tournaments, and social functions.
- Knowledge of managing a public swimming pool and adherence to health regulations.
- Current certifications including ARC Lifeguard, Lifeguard Instructor (LGI preferred), Water Safety Instructor (WSI), and Water Exercise training.
E. Desirable Qualifications:
- Demonstrated personnel or managerial experience.
- Two years of Recreation Management experience.
- Ability to officiate or score keep sports programs like softball, baseball, and basketball (WIAA umpire/referee qualifications a plus).
