Job Summary
Under the direct supervision of the Solid Waste Manager is responsible for performing manual and skilled tasks; supervising and performing daily and seasonal operations in solid waste disposal; and, operating heavy equipment related to work at the landfill of an above average difficulty on a continuing basis, to include but not limited to, motor grader, front-end loader, compactor, crawler loader, etc., used to process solid waste materials at landfill site. Must be available after hours, weekends, and/or holidays as deemed necessary by the Solid Waste Manager.
Minimum Qualifications
- High school diploma or general education degree (GED).
- Certification nationally in Management of Landfill Operations by Solid Waste Association of North America (SWANA) training or ability to obtain within thirty-six (36) months of hire date.
- Completion of CPR training and vaccination for hepatitis B.
- Possession of a valid Class “B” Commercial Drivers License (CDL) with a Tanker Endorsement
- Must be a United States citizen. This position does not support sponsorship.
Preferred Qualifications
- Bachelor’s degree, vocational degree, or post-secondary education in construction management, engineering, or related field.
- Five years’ experience with heavy equipment, landfill experience preferred.
Major Duties (Essential Function)

Supervision & Operations Management
- Supervise, coordinate, and perform daily and seasonal landfill operations.
- Direct incoming vehicles to proper disposal locations.
- Supervise part-time, seasonal, and full-time employees in the Solid Waste Division.
- Ensure compliance with safety protocols and landfill operating procedures.
- Oversee inspections of incoming waste loads per federal and state laws.
- Manage and coordinate solid waste disposal activities.

Equipment Operation & Maintenance
- Coordinate fleet and equipment management and maintenance for solid waste disposal operations
- Operate heavy equipment, including motor graders, front-end loaders, compactors, and crawler loaders.
- Perform routine maintenance and servicing of landfill equipment.
- Conduct welding and metal cutting as necessary for equipment repairs.
- Read and interpret blueprints, cross-sections, and topography for landfill operations.

Environmental Compliance & Site Maintenance
- Pump leachate and stormwater from the landfill site and ensure proper disposal.
- Spray alternate cover or spread clay and gravel to control disease-carrying pests and litter.
- Perform site maintenance, including snow removal, mowing, and litter collection.
- Drive trucks to distribute water on landfill roads for dust control.

Regulatory Compliance & Reporting
- Conduct routine inspections of landfill operations and incoming waste.
- Ensure compliance with local, state, and federal solid waste regulations.
- Assist in preparing reports, researching regulations, and implementing waste management policies.

Budgeting & Project Management
- Assist in budget preparation, including operating and capital budgets.
- Research and implement goals, objectives, and operational priorities.
- Support logistics and project management initiatives related to landfill operations.

- Primarily outdoors in varying weather conditions.
- Exposure to dust, odors, loud noise, and heavy equipment vibrations.
- Potential exposure to toxic or caustic chemicals.
- Work rotating Saturdays and adjust schedules seasonally. Flexible schedule required, including weekends and holidays as needed.

- Organizational Skills: Must effectively prioritize tasks, coordinate fleet and equipment maintenance, and manage landfill operations while meeting deadlines.
- Interpersonal Relations: Ability to interact professionally with employees, contractors, waste haulers, and the public, including handling complaints and addressing concerns diplomatically.
- Communication: Strong verbal and written communication skills are essential when providing direction to staff, reporting regulatory compliance issues, and engaging with city officials and the public.
- Collaboration & Conflict Resolution: Works closely with internal departments, external agencies, and community stakeholders to ensure landfill operations run smoothly while managing differing priorities and expectations.
