Oversees all aspects of human resources operations, including compensation and benefits, payroll, recruitment, employee relations, training and development, performance management, organizational design, and compliance. Manage compensation and benefits programs, ensuring competitiveness and compliance. Oversee payroll operations, ensuring accuracy and timeliness. Lead full-cycle recruiting efforts, prioritizing equity and diversity in hiring practices. Oversee performance management, organizational design, and effectiveness to ensure employees are supported and engaged.Strategic Leadership:
Develop and implement (short- and long-term HR strategies aligned with the City’s goals and priorities. Track progress toward HR goals and strategic initiatives, making adjustments as needed to ensure successful outcomes. Serve as a role model for servant leadership by creating safe and inclusive environments for employees at all levels.Diversity, Equity, and Inclusion:
Play a lead role in the City’s DEI strategy, developing programs and policies to promote equity and inclusivity. Foster a culture of belonging by addressing systemic barriers and ensuring equitable practices in all HR operations. Provide DEI training and professional development opportunities for employees and leaders.Employee and Labor Relations:
Address employee relations cases equitably and ensure satisfactory resolution. Investigate workplace issues by meeting with involved parties, reviewing documentation, and making recommendations for resolution. Build strong relationships with union representatives and coordinate and oversee collective bargaining agreements.Employee Engagement and Development:
Conduct employee engagement initiatives to improve satisfaction and organizational culture. Design and implement training programs and professional development opportunities to equip employees for success. Identify employee strengths, provide regular feedback, and ensure opportunities for growth and learning.Organizational Improvement:
Identify and prioritize areas for improvement within HR operations and City-wide organizational practices. Partner with departments on organizational design. Communicate progress and ensure alignment with strategic priorities.Compliance and Documentation:
Ensure compliance with local, state, and federal regulations, including labor laws and HR policies. Maintain accurate and secure documentation of investigations, employee records, and policy updates. File necessary paperwork and prepare reports for the City.Education: Bachelor's degree in human resources or a related degree of study/field
Experience: 8-10 years of previous relevant work experience is required, including supervisory experience
Certifications: SHRM preferred, Facilitation-related certification preferred, Conflict resolution-related certification preferred
An equivalent combination of education, training and experience will be considered.

Salary : $131,265 - $160,906
