Program Assistant III - Assessing Technician (FT)

This role plays a vital part in maintaining confidential property records, performing detailed technical assessing processes, and supporting the City Assessor and division staff in sales and valuation duties. In addition, this position assists assessors with field inspections, taking photos and data entry as needed. You will provide expert customer service to property owners on classification, valuation, and complex tax issues while serving as the primary contact for the CAMA (Computer-Assisted Mass Appraisal) software system.   1. Coordinate division services and administrative tasks.
  1. Perform a variety of routine/complex general administrative support and assistance activities in the division and city.
  1. Manage division calendar and processes.
  1. Plan, organize, execute, and/or participate in activities/meetings/events for various projects or work functions in the division and city.
  2. Compile and update information for City website.
  1. Create, design and update educational materials and other working documents for use by external and internal customers.
  2. Serve as a point person for our Computer Assisted Mass Appraisal (CAMA) software.
    • Process revaluations of the system once tables changes have occurred and maintain reports listing those changes.
    • Process and submit annual assessment reports to Hennepin County. 
    • Work directly with vendors to resolve any issues and attend user group meetings. 
    • Develop complex reporting of data retrieved from CAMA system for analysis and assist division staff with creating queries for data retrieval when needed. 
    • Perform year-end certification process, which includes moving current year assessment data to history and creating a new working file for the next years assessment. 
    • Act as the user manager creating new user accounts, granting access authority and updating/maintaining system preferences.
  3. Serve as primary contact for data practices and record retention in compliance with the city clerk schedules and Minnesota Data Practices Act. 
  4. Assist with field inspections, questionnaires, permits, photos, data entry and special projects.   
  5. Resource person for appraisers and other departmental staff. 
    • Assists residential appraisal staff with annual mass mailing of quintile review notices. 
    • Assists with the Local Board of Appeal and Equalization meeting, preparing posting, RFCA's and board packets detailing staff findings. 
    • Performs special projects for appraisal staff as needed or assigned. 
    • Provides New Connect Lists for Community Engagement.
  6. Examine, verify and process all Certificates of Real Estate Values from the Minnesota Department of Revenues ECRV website for sales ratio analysis.
  7. Create new property records through the division or combination process. 
    • Accurately allocate values from the parent parcel into the newly created parcels and dispersing the tax capacity between the newly created parcels. 
    • Create new electronic property record for all characteristics to be added by appraisal staff for future reporting.
  8. Provide clear and concise communications of assessment practices and appraisal analysis to residents, property owners, their representatives and the public in a professional manner and explain the Minnesota property tax system.
  9. Perform administrative duties related to property records consistent with Minnesota Statute and requirements as set by the Department of Revenue and Hennepin County.
  10. Other duties as assigned.

Education

Associate degree in related field

AND

Experience

Three (3) years of experience in business or public administration or closely related field.


OR
Education/Education Equivalencies Accepted e.g., a High School degree AND 5 years of highly-related business or public administrative support experience

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Desirable Qualifications
  • Prior experience working in an environment with frequent interruptions while maintaining a high degree of accuracy.

  • Prior experience working in the assessment profession at the city, county or state level. 

  • Familiarity with specialized software programs including CAMAVISION, GIS and mapping, Laserfiche, Henn Place, PINS, ECRV and New World applications.

  • Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds.

  • Fluency in Spanish, Hmong, Lao, Russian, Somali or Vietnamese language(s).

  • Core business hours are set by departments based on operational needs.  Alternative schedules can be arranged, but must comply with the City’s Alternative Work Arrangement policy.
  • Full-time, non-exempt, non-union position includes a standard eight (8) hour workday, Monday-Friday in a hybrid work environment.  Occasional evenings may be required.
  • Office environment; exposure to computer screens; working closely with others, frequent interruptions.
  • Sitting, standing, or walking for prolonged periods of time; general manual dexterity; adequate hearing, vision and speech required
  • Works with irate customers. Must have de-escalation skills and abilities.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The Human Resources Department reserves the right to limit the number in any phase of the selection process.
