JOB SUMMARY/OVERVIEW OF THE POSITION: The City of Brooksville is seeking a highly experienced and dynamic individual to fill the role of Fire Chief. The ideal candidate must have a strong background in fire services and emergency management, as well as proven leadership and management skills at an executive level. The Chief leads an excellent team of firefighters stationed which provide fire and emergency services to the City of Brooksville. This exempt-level position works Monday through Friday, 8AM - 5PM, and is available for call-outs and emergencies at any time, day or night. The Fire Chief is the emergency management coordinator for any natural disasters.

ESSENTIAL JOB FUNCTIONS: An employee in this position may be called upon to do any or all of the following essential duties:

  • Oversee and manage all aspects of the fire department, including personnel, budgeting, equipment, training, and operations.
  • Responsible for the overall administration of the Fire Department. Directs the activities of Fire command personnel to accomplish ongoing management objectives. Utilize software to monitor trends in Fire Department operations. Use data to manage department efficiently and to best serve City residents.
  • Ensures regular work schedules, activities, department rules, regulations, policies, procedures, and the mission of the fire department are followed.
  • Develop and implement strategic plans and policies to ensure the efficient and effective delivery of fire services.
  • Provide leadership and direction to a team of fire officers and firefighters, fostering a culture of excellence, teamwork, and continuous improvement.
  • Directs the maintenance of apparatus, equipment, and facility.
  • Collaborate with other emergency response agencies and community stakeholders to ensure coordinated and effective emergency response and disaster management.
  • Represent the fire department at local, regional, and national levels, advocating for resources, funding, and support for fire services.
  • Serve as a liaison between the fire department and other city or municipal departments, as well as elected officials and community leaders.
  • Prepare and present reports, proposals, and recommendations to the City's Leadership Team, the City Commission, and other governing bodies.
  • Ensure compliance with all relevant laws, regulations, and standards, and promote a culture of safety and professionalism within the fire department and the city as a whole.
  • Functions as a member of the City Manager’s administrative team, participating in key administrative decision-making.
  • Attends conferences, workshops, seminars, and meetings to maintain and expand knowledge in management, supervision, fire suppression, and fire prevention.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the theories, principles, and practices of effective public administration, with particular reference to Fire policies, personnel, and budget administration.
  • Knowledge of modern management techniques, supervisory practices, and evaluation methods.
  • Knowledge of the modern principles and practices of human resources.
  • Knowledge of governmental organization management.
  • Knowledge of the principles and practices of effective administration with particular attention to short- and long-term strategic planning.
  • Knowledge of the activities, objectives, and ideals of fire services and operations.
  • Knowledge of the facilities, equipment, and personnel needed to provide fire and medical services and operations.
  • Knowledge of the methods, equipment, and materials used in providing fire and medical services.
  • Knowledge of federal, state, and local laws, rules, and regulations as they pertain to Fire activities.
  • Ability to demonstrate a basic understanding of the principles and methods of governmental funding, budget presentation, and monitoring.
  • Ability to plan, organize, and direct a progressive public agency with several functional areas.
  • Ability to organize and direct the activities of staff engaged in providing optimum fire services.
  • Ability to plan, prepare, and administer an annual district budget.
  • Ability to effectively analyze and resolve operational, procedural, and personnel problems.
  • Ability to develop formal agreements and contracts with other agencies and communities.
  • Ability to make effective verbal and written presentations.
  • Ability to establish and maintain effective working relationships with district staff, elected officials, community organizations, other agencies, and the general public.

MINIMUM REQUIREMENTS LISTED AS FOLLOWS:

PHYSICAL SKILLS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk or stand and talk or hear. The employee frequently is required to sit. The employee is frequently required to use hands and fingers to handle, feel or grasp; reach with hands and arms; and stoop, kneel, crouch or crawl. The employee occasionally is requested to climb or balance; and lift and/or move moderately weighted items up to 120 pounds. Specific vision abilities required by this job include close vision, distant vision, peripheral vision, depth perception, and ability to adjust focus. While at fire scenes, the employee may be exposed to extreme heat, chemicals, chemical and other fumes, airborne particles and adverse weather conditions. The noise level in the work environment is usually quiet in the office, but may become extremely loud in the field.

EDUCATION, TRAINING AND EXPERIENCE: Bachelor’s degree in fire science, emergency management, public administration, or a related field (Master’s degree preferred).

  • Minimum of 10 years of experience in fire services, with at least 5 years in a senior leadership or executive role.
  • Proven track record of successfully managing and leading a large and diverse team, with strong communication, interpersonal, and conflict resolution skills.
  • Knowledge of budgeting, finance, and resource management, with the ability to develop and oversee complex budgets and funding proposals.
  • Experience in strategic planning, policy development, and organizational change management. - Strong understanding of emergency response protocols, incident command systems, and disaster preparedness and mitigation.
  • Possess a Florida Certified Firefighter certificate. Prefer Fire Chief or Chief Fire Officer designation (or equivalent). Manager/Director expectations: The Fire Chief is expected to embrace, support, and promote the Fire team's core values, beliefs, and culture, which include, but are not limited to, the following: High ethical standards.
  • Train, develop, nurture, and mentor all employees suppression, ground transport, and administrative staff - Encourage teamwork and participation by all employees.
  • Lead by example - Institutionalize and promote safety principles and safety awareness as a culture for the City's members and external customers.
  • Provide outstanding customer service to internal and external customers - Willingness to seek out all possible alternative revenue sources, including grants, bonds, etc.
