Job Summary

The purpose of the class is to maintain the emergency planning documentation and plans for the City of Brownsville and its individual departments, and assist various businesses and organizations in maintaining their appropriate level of planning and preparedness. The class is responsible for coordinating local homeland security program grants and FEMA SSP Funding Grants. The class will create, plan and review Incident Actions Plans. They will review, recommend and update accordingly the city's Emergency Operations Plan. The class is responsible for providing technical assistance at public meetings, and for reviewing fiscal performance and equipment inventories of recipient departments. The class works according to some procedures; yet decides how and when to do things under general supervision.

Key Functions/Knowledge/Skills

  • Maintains overall preparedness level of City of Brownsville, particularly Quarterly in terms of the State-reviewed Emergency Operations Plan.
  • Management of grants awarded to department.
  • Responds to emergency and major incidents within departments work environment response areas. Responsible to assist appointed EMC during emergency incidents and EOC activations.
  • Ensures that the Emergency Operations Center and its equipment are ready for rapid assembly and activation
  • Supervise and schedule work assignments for all migrant influx staff personnel. Review, update and manage all funding for migrant influx operation.
  • Attend in-service-training, technical or professional classes, seminars, conferences, staff meetings to exchange information, and improve technical professional skills.
  • Reviews invoices and inventories of appropriate grant equipment from local departments. Responsible for assisting the procurement process, payroll, and other office clerical duties.
  • Review municipal department emergency plans, and local business emergency plans, in accordance with state requirements and local policy.
  • Maintains appropriate training record retention for municipal employees in relation to local, state, and federally-mandated NIMS/ICS requirements.
  • Performs other duties as assigned.

Minimum Education & Experience

High school graduation or GED plus two years of experience.

Special Certifications & Licenses

Valid Texas Driver’s License.

Noticeable judgment; must plan for long-term; must recognize and resolve problems and situations through appropriate means applying specific types of procedures to issues without indicated guidance or destination, addresses issues that need attention, etc.; involves freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

Supervisory & Responsibility

Regularly assigns and monitors the work for up to two employees; provides direction and guidance and maintains the flow of work for those employees.

Financial Responsibility

Calculates amounts due, using some judgment; receives and processes larger amounts (several thousand dollars on one day not uncommon); balances receipts and cash from one or more other employees; monitors budget; brings problems to attention of supervisor.

Level & Frequency of Outside Contact

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Light physical effort.

Responsibility for Equipment & Property

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.

Working Conditions

Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.

Other Requirements
