Job Summary

The Ordinance Enforcement Officer I is responsible to enforce city ordinances and issue citations for violations of those ordinances. The Ordinance Enforcement Officer I patrols specific areas of the city, issuing citations, receiving and responding to complaints, and maintaining documents related to this work. Position works according to some procedures; decides how and when to do things under general supervision.

Key Functions/Knowledge/Skills

  • Knowledge of an extensive body of rules, procedures, or operations; specialized skills that may be technical or non-technical.
  • Perform a variety of field and office work in support of city’s ordinances; enforce compliance with City regulations and ordinances pertaining to public health and safety, and other matters of public concern.
  • Receive and respond to citizen complaints and reports from agencies and departments on alleged violations of City ordinances; interview complainants and witnesses; conduct investigations and provide recommendations for resolution.
  • Conduct field investigations; inspect properties for violations; attempt to make contact to resolve violation(s); issue and post notices of violation, notices to comply, and conduct follow-up inspections to meet compliance.
  • Prepare court cases, by gathering evidence in support of legal actions taken by city; appear in court if necessary; testify in court proceedings as required.
  • Maintain accurate documentation for any and all cases on all investigations, inspections, enforcement actions, and other job-related activities. Maintain records of violations; take photographs and prepare written reports.
  • Research, compile, and collect data. Prepare clear and concise technical reports. Make oral presentations and testify in court. Read County Assessors maps and property profiles.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Performs related duties as required.

Minimum Education & Experience

High school graduation or GED.
1 year of work experience preferred.

Special Certifications & Licenses

Valid Texas Driver's License.

Average judgement; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives. Greater level of knowledge when applying guidelines and interpretation of available options to non-standard situations; division goals drive priorities.

Level & Frequency of Outside Contact

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Light physical effort. Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force.

Responsibility for Equipment & Property

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.

Working Conditions

Frequent travel associated with job; periodic situations that cause stress and tension in the execution of regular duties.

Other Requirements
