GENERAL DESCRIPTION:
Responsible for directing the City’s Human Resources staff in development and administration of policies, procedures and programs including, but not limited to: payroll, classification, recruitment, performance, employee benefits, employee relations, Civil Service, professional development, recognition; while fostering a positive organizational culture and employee engagement. Assures compliance with all applicable federal, state and local laws, and willing to adopt and exhibit the City of Brownwood’s “I SERVE” Core Values.
EXAMPLES OF SPECIFIC WORK PERFORMED:
Core Responsibilities
- Manages all Human Resources functions and activities including, but not limited to: recruitment, compensation, benefits, employee relations, Civil Service, training and development, recognition, retirement, and regulatory compliance.
- Develops and administers Human Resources policies and activities aimed at hiring, retaining, and developing a quality workforce, and improving the effectiveness and culture of the organization.
- Serves as the principal advisor to Administration on personnel and benefit issues; assures that policies and procedures are administered and interpreted in a fair and consistent manner; assures effective communication of City policies and issues; develops recommendations and solutions as needed.
- In collaboration with Administration, create and implement policies and initiatives that facilitate an organizational culture that focuses on customer service, staff development, and continuous improvement.
- Plans, manages, and directs the daily activities of Human Resources staff; prepares and administers the HR Department budget; plans and prioritizes activities and projects; assures the work quality and timely accomplishment of HR duties.
Employee Relations and Benefits
- Handles/resolves employee relations issues, to include internal investigations, that apply the City’s personnel policies and advances the City’s core values.
- Administers and oversees the City’s employee benefits plans; assures effective communication of benefits plan information; coordinates with providers and vendors regarding employee benefits, including Insurance, Workers Compensation, Unemployment, and Retirement.
- Creates and maintains adopted pay plans, performs periodic compensation surveys, and ensures correct payment to employees.
Compensation and Payroll
- Provides the Finance Department with total payroll budget numbers and assists Finance with biweekly payroll.
Regulatory Compliance and Confidentiality
- Monitors changes in State and Federal regulations, standards and legislation; maintains expertise in Human Resources and Civil Service best practices, policies, and issues through participation in educational opportunities, meetings, and workshops.
- Assures the absolute confidentiality of all personnel issues, records, and information.
- Provides consultation to management and employees on dispute resolution, labor relations, and the interpretation and consistent application of FMLA, ADA, FLSA and other City, State and Federal rules and regulations.
Civil Service Administration
- Administers and follows the rules and regulations of State Chapter 143, Local Government Code, Municipal Civil Service, and Local Civil Service Rules.
- Provides administrative assistance to the Civil Service Commission and serves as Secretary to the Commission.
- Oversee the testing of applicants for Civil Service positions and promotions and monitor the Civil Service selection process.
Professional Development and Workforce Training
- Responsible for developing and implementing professional development and workforce training for City staff, including new employee orientation, leadership development, and risk management.
Employee Functions and Culture
- Coordinate City employee functions, specifically the Annual Awards Banquet, ISERVE Conference and be on the team that plans and hosts appreciation and culture efforts.
- Performs other duties as assigned.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Ability to transport self from site to site and to drive a vehicle. Ability to sit, stand, and move about an office or building. Occasionally lift materials weighing 20-30 pounds and may climbs to reach cabinets or files. Ability to bend, squat, push, and pull. May be exposed to electrical, mechanical, or chemical hazards when operating/maintaining office equipment. Indoors, pleasant; light physical activity; occasional outdoors exposure when visiting City job sites.
CONTACT WITH OTHERS:
Continuous contact with City employees and managers of all departments daily; frequent contact with job applicants, benefits providers, and employment agencies; occasional contact with State, Federal and local enforcement agency officials.
EDUCATION AND EXPERIENCE:
Bachelor’s Degree in Human Resources, Business, Public Administration, or related field; a minimum of five years of Human Resources management experience is required, with at least three years at a Director level. An equivalent combination of education and experience will be considered.
KNOWLEDGE, SKILLS, AND ABILITIES:
Human Resources Laws and Practices
- Employment and labor law; principles, practices and sound techniques in all aspects of Human Resources management including, but not limited to, compensation management, employee benefits and associated laws and regulations; collective bargaining and the function of labor associations.
- State and Federal laws, statutes, rules, ordinances, codes and regulations governing Human Resources activities and functions.
Organizational and Administrative Management
- City organization, operations, policies and procedures.
- Principles and practices of administrative management, budgeting, and employee supervision.
Customer Service and Interpersonal Skills
- Principles and processes for providing effective customer service.
- Dealing constructively with conflict and responding with tact, composure and courtesy when dealing with individuals who may be experiencing significant stress.
Human Resources Technologies
- Current trends and practices related to the use of technology in Human Resources.
- Operating a personal computer utilizing a variety of business software including Microsoft Office Suite, Time Clock Plus and Tyler Incode.
Personnel Administration and Confidentiality
- Principles and practices of personnel administration, personnel files, and confidential records management.
REQUIRED LICENSES AND CERTIFICATES:
Valid Texas Driver’s License, and Certification as a Human Resources Professional from the Society for Human Resource Management (SHRM), Human Resources Certification Institute (HRCI), or International Public Management Association (IPMA) is preferred.
