GENERAL PURPOSE:  Under general supervision, oversees the public operations and programs of the City’s shooting range, ensuring a safe and welcoming environment for visitors of all skill levels. This role focuses on community engagement through educational activities, public events, and partnerships with local organizations.  
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Coordinates the operations of City shooting range programs, including adult and youth programs, special events, and educational activities. Oversees the shooting range facility and programs held within.
  • Assists with the development of various forms of communication, including social media, advertisements, department brochures, newsletters, press releases, and websites.
  • Assists in the development of alternate funding sources; researches, writes, and administers grants; seeks and fulfills program sponsorships.
  • Develops and promotes firearm safety workshops for all skill levels and coordinates events that enhance community engagement at the range. 
  • Hires, supervises, and trains staff; prioritizes and assigns tasks; prepares work schedules; develops staff skills and conducts performance evaluations; provides direction and guidance in technical and procedural issues.
  • Monitors recreation program operations, budget and expenses to identify and resolve problems.
  • Promotes, organizes and stimulates good relationships with neighborhood and community groups, shooting associations, and local schools to promote range programs and increase awareness.
  • Communicates with the general public, City departments, other agencies, vendors, contractors, and others to administer and coordinate program and facility operations and special events.
  • Oversees registration, record keeping, and lesson planning for programs.
  • Reviews and evaluates the effectiveness of recreation programs and services in the community and coordinates with local and regional organizations to develop plans to meet the community's needs.
  • Prepares operational, statistical, financial, and analytical reports on recreation programs, facilities, and special events; collects and summarizes statistical data for reports.
  • Performs other duties as assigned or required. 
Education and Experience:
Bachelor’s Degree in Recreation, Public Administration or related field and three (3) years recreation program experience including one (1) year of lead or supervisory experience; OR an equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:
Knowledge of: 
  • City policies and procedures.
  • Basic principles of supervision and training.
  • Principles and practices for management of recreation programs.
  • Laws, ordinances, policies, rules and regulations governing the conduct and safety of persons using municipal recreational facilities, programs and equipment.
  • Principles of records management and program management.
  • Methods and procedures of firearms safety and education information.
  • Firearms and archery
  • Principles of records management and program management.
Skill in: 
  • Interpreting and applying City policies and procedures.
  • Inspiring confidence and enthusiasm and working effectively with various groups and special populations.
  • Establishing and maintaining cooperative working relationships with citizen groups, outside organizations and other government agencies and City departments.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing a variety of business software.
  • Following and effectively communicating verbal and written instructions.

12-Month Goals:

  • Build awareness and community engagement
    1. Promote the new facility through local media, social media, and partnerships with community organizations
    2. Host monthly “Open House” events to attract first-time visitors and educate them about the programs offered
  • Establish core programs
    1. Launch at least 3 youth programs, 3 adult programs, and introductory courses on firearm safety and marksmanship.
    2. Evaluate program performance quarterly and adjust based on participation and feedback.
  • Create a strong safety culture
    1. Achieve a 100% completion rate for safety orientations (video).
    2. Evaluate program performance quarterly and adjust based on participation and feedback.
  • Build relationships with key stakeholders
    1. Partner with local law enforcement, schools, and recreational groups to promote the center and explore collaborative programs (JROTC, Arizona State Rifle & Pistol Association, Arizona trap association, National Skeet Association, Sporting Clays Association, Cactus Wrens & Desert Roses club, Gunsite Academy, Desert Roses, and Quail Forever).
  • Monitor Operations
    1. Develop and implement a system for participant registration, equipment sales/rentals, and record keeping.
    2. Review operational workflows monthly to identify and resolve inefficiencies.
  • Develop Staff Training and Lesson Plans
    1. Create comprehensive lesson plans for all programs, including firearm safety and introductory courses.
    2. Develop and deliver a staff training program focused on customer service, range operations and safety protocols.
    3. Ensure all staff complete training on the use of range equipment, safety procedures, and participant engagement.
  • Establish an Operations Handbook
    1. Develop an operations handbook outlining safety protocols, equipment maintenance procedures, scheduling guidelines, and program workflows. 
    2. Review and update the handbook regularly based on staff and participant feedback

Special Requirements: Possession of a Valid Arizona Driver’s License; First Aid and CPR Certifications. NRA Range Safety Officer Certification; NASP Basic Archery Instructor or USA Archery Level 1 Instructor Certification

Work Schedule: Monday-Friday until facility opens; Wednesday-Sunday once facility opens. Schedule may change depending on department needs.

Physical Demands / Work Environment: Work is performed outdoors and in recreation facilities

Reports To: Recreation Superintendent

Supervision Exercised: Rangemaster, recreation staff, instructors and volunteers

FLSA Status: Exempt
