Under general supervision, to perform responsible technical work in the review, processing, and issuance of a variety of parking permits; and perform related work as required.Reviews parking permit applications for completeness, ensuring compliance with applicable program guidelines as well as city, state, and federal codes and regulations; issues parking permits and calculates and collects fees through a variety of methods; assists with inquiries and payments related to the Parking Management program; performs reconciliation of permits, cash, and credit card transactions; responds to customer inquiries related to parking permit processes, policies, and public information at the public permit counter, by telephone, mail, or by electronic mail; helps process and follow up on inquiries or complaints from other City departments and the public; assists in developing processes to implement new ordinances and programs; evaluates, reviews, and provides recommendations to improve or expedite the parking permit process including identifying discrepancies and/or inconsistencies in documents or processes and recommending new policies and/or revisions to existing policies and procedures as appropriate; maintains logs of work orders and parking permit applications submitted through software; files, routes, and tracks applications and permit documents to City departments and staff and coordinates with other regulatory agencies; notifies applicants regarding corrections and issues permits; performs records searches, which may include parking petitions and curb management records; composes correspondence; enters data, prepares statistical and other required reports, and operates a computer workstation and software to input and retrieve information; assists in researching and surveying areas to implement parking permit zones and curb management changes in accordance with the Burbank Municipal Code (BMC); may train staff about ordinances and programs; drives on City business.Employment Standards:Knowledge of applicable city, state, and federal codes and regulations; City programs and processes for parking permits; basic mathematics to calculate fees and issue parking permits; basic principles of statistics; record keeping and practices; office procedures, methods, and appropriate computer hardware and software; principles and practices of customer service; spelling, grammar, and punctuation.
Skill in proficient level use of word processing, various databases, and spreadsheet and presentation software; effectively addressing customer concerns; preparing reports; attention to detail.
Ability to assess customer needs and make recommendations; assist in the design, delivery, and evaluation of programs; communicate effectively, both orally and in writing; establish and maintain effective working relationships with supervisors, fellow employees, and the public.
Education/Training: High school graduation or GED and two years of recent experience in customer service in an office environment providing technical information to the public.
License & Certificates: A valid California Class "C" driver's license or equivalent is required at time of appointment.Desirable Qualifications: A two-year college degree in a related field, or a computer-related field; experience working in the public sector.
