About Us:
The Burlington Communications Center is a 24-hour a day, 7-days-a-week center. The center functions as a vital link between the City of Burlington's and the City of Graham's police and fire departments and those who need emergency and non-emergency assistance.
What you will do:
Performs responsible telecommunications work by managing and participating in the daily activities of the communications center, within the city's Police Department. This can be a sedentary position with rare physical exertion. It may require constant attention to multiple computer screens and phone systems.

This is a full-time position. Work is performed Monday - Friday during normal business. However, there may be some requirements for nights, weekends, and holidays if an emergency arises.
- Supervises Lead Telecommunicators, part-time employees and assigns work schedules; trains new employees and organizes continuing education and training for all staff;
- Interviews applicants for employment, recommends which applicants to proceed in the hiring process to the Professional Standards Captain, conducts employee performance evaluations, recommends employees for promotions, approves leave, and signs employee timesheets
- Managing and developing the budget for the section
- Performs as the liaison between communication and patrol or other functions to ensure proper implementation of all required procedures
- Effectively communicates in challenging situations with direct reports, peer supervisors (sworn and civilian), and managers/leadership for the department.
- Performs payroll duties such as reviewing time cards, approving employee’s signatures on timecards, and entering time into the payroll system
- Attends Executive and Supervisory Staff meetings and serves on various department and city committees
- Performs duties of telecommunicators during absences or emergencies.
- Remains up-to-date on legislation affecting communications, stays aware of industry standards, trends, and developments
- Develop policy and procedures pertaining to the section.
- Performs related duties as required
- Compile data from multiple resources to complete CALEA and/or departmental reports
Knowledge, Skills, and Abilities:
- Thorough knowledge of current telecommunications best practices and procedures
- Thorough knowledge of and skill in the use of police radio equipment, telephones, and the various computer equipment in the Communications Center or the ability to learn.
- Thorough knowledge of the general practices and procedures used in police departments and fire departments
- Thorough knowledge of modern supervisory principles and practices sufficient to obtain full performance from staff
- General knowledge of city geography and street locations
- Demonstrated ability to review and understand technical documents.
- Demonstrated ability to plan, organize, and supervise daily operations of the communications center
- Demonstrated ability to reward employees for achieving high levels of work performance
- Demonstrated ability to handle multiple situations at once, under stressful conditions
- Demonstrated ability to listen and have strong written and oral communication skills
- Demonstrated ability to build positive relationships both internally and externally with excellent customer service
- Demonstrated ability to operate a computer terminal, telephones, radios, and computer-aided dispatch
- Demonstrated ability to read maps, quickly scan warrant files, and review recorded audio files
- Demonstrated ability to communicate with people, calmly and effectively, in emergency and stressful situations
- Ability to learn and understand complex systems and their functions
- Ability to learn perform the duties of a Telecommunicator when needed.
Minimum Requirements:
Bachelor’s Degree in Criminal Justice or related field
One year experience in organizational planning and project management, records management and retention procedures, or compliance initiatives, and prior experience with CALEA accreditation requirements
An equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position may also be considered.
Preferred Qualifications and Certifications:
- Member of the National Emergency Number Association (NENA)
- Member of the Association of Public Safety Communications Officials (APCO)
- NENA Emergency Number Professional certification
- NENA Center Manager Certification Program certification
- APCO Registered Public-Safety Leader certification
- APCO Certified Public-Safety Executives certification
- Certified Training Officer (CTO) certifications
Special Requirements:
- Ability to obtain DCI Certification (To be obtained within first 12 months and serve as the Agency Terminal Agency coordinator)
- Ability to obtain Emergency Service Telecommunicator certification through NC Sheriff’s Association (To be obtained with first 12 months)
Physical Requirements and Working Conditions:
Work in this class is described as being sedentary and seldom requires much physical exertion to complete tasks.
Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions.
Employee regularly operates a variety of machinery and equipment, including telephones, computers, calculators, copiers, facsimile machines, etc.
Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading.
Employee may work rotating shifts which can cause fatigue from switching internal biorhythm clocks.
Working conditions include inside environmental conditions.
