About us:
The Geographic Information System (GIS) Division, part of Burlington's Planning & Community Development Department, was established in June 2000 by City Council approval. The division leads the development of the Burlington Area Regional GIS (ReGIS), serving the municipalities of Burlington, Graham, and Elon.
Job Description:
This individual is responsible for maintaining, updating and assigning City addresses for inclusion in E911 and City Enterprise software systems; maintaining and updating GIS data sets and related information, including production of mapping products for internal and external use. This individual may have to perform PC troubleshooting from time to time on GIS related issues and recommend ordering of computer-related supplies. Work involves GIS data creation, maintenance, updating and quality control/quality assurance; GIS data entry, attributing, and metadata creation; GIS map production and output; global positioning system (GPS) data collection and coordination with field staff.GIS Data Management and Maintenance
- Addressing & E-911 Integration: Maintains, updates, and assigns City addressing for integration with E-911 and City Enterprise software systems.
- Data Set Maintenance: Regularly updates GIS data sets to ensure accuracy and relevance in city planning and emergency response systems.
- Data Analysis: Interprets and prepares field notes, plats, legal descriptions, and address information for use in mapping and spatial analysis.
- Map and Data Update: Updates maps and spatial data based on newly processed information to reflect current conditions.
- GIS Support: Provides assistance to GIS users with IT-related questions and guidance on retrieving GIS data.
- Data Requests: Assists internal and external parties by processing and providing specific spatial data, reports, maps, and charts as needed.
- GIS Data Entry: Accurately enters and maintains GIS data, ensuring a consistent and updated database.
- File Maintenance: Establishes and organizes GIS and computer data files to ensure easy access and retrieval.
- Data Validation: Conducts visual and computer-based quality control checks on facility and land base data to ensure high-quality output.
- Ongoing Monitoring: Regularly assesses and corrects GIS data to maintain its integrity for city planning and emergency services.
- Additional Tasks: Performs other related duties as required to support the GIS department and city operations.
- ArcGIS Proficiency: Advanced skills in using ArcGIS Desktop and ArcGIS Pro for map creation, data analysis, and spatial modeling.
- Web Mapping: Experience in authoring web maps and applications in ArcGIS Online or Portal, enhancing accessibility and user engagement.
- GIS Principles Knowledge: Strong understanding of GIS software principles and practices, ensuring accurate data processing and analysis.
- GPS Integration: General working knowledge of GPS technology for field data collection and seamless integration with GIS systems.
- Mapping & Surveying: Familiar with mapping techniques and surveying principles, contributing to accurate geographic data.
- GIS Regulations: In-depth understanding of city codes, ordinances, and regulations pertaining to GIS technology, ensuring compliance with local standards.
- Industry Trends: Stay updated with the latest literature and developments in the GIS field, leveraging new techniques and technologies for continuous improvement.
- Troubleshooting: Strong ability to troubleshoot GIS-related issues, ensuring system functionality and resolving problems efficiently.
- Communication & Interpersonal Skills: Excellent verbal and written communication skills, fostering effective collaboration and clear communication across departments.

- Bachelor’s Degree in geographic information systems, or a bachelor’s degree in geography, computer science, engineering, or a related field in combination with at least 1 year of work experience in a GIS related position, or an equivalent combination of education and experience.
- Valid Driver's License
- GISP certification.
Physical Requirements and Working Conditions:
- Work in this class is described as light using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
- Work typically involves the ability to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, walking, fingering, grasping, feeling, talking, hearing and repetitive motions.
- Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading.
