JOB SUMMARY:
**POSITION IS SCHEDULED FOR A 4-DAY WORKWEEK - MONDAY-THURSDAY**
OBJECTIVE: Leads the construction and maintenance of power systems to keep power outages to a minimum; performs courteous customer service to customers.
ORGANIZATIONAL RELATIONSHIPS:
- Reports to: Electrical Superintendent
- Directs: Will lead Line Crews on a routine basis.
- Other: Must closely coordinate work with all other Line Workers. Has contact with the customers, city administration, and various departments in the City.
GENERAL STATEMENT OF DUTIES:
This is a highly responsible non-supervisory position. Position leads the construction and maintenance of power systems to keep power outages to a minimum; performs courteous customer service to customers.
ESSENTIAL JOB FUNCTIONS:
- Performs work in a safe and efficient manner. Ensures safety of self, other team members, and the public as part of planning and performing work.
- Leads job site briefing for Crew including discussion of job plan, personal protective equipment (PPE) and risk mitigation.
- Must be able to courteously communicate with customers, the public and City staff.
- Proficient at working on energized 12kv primary lines using approved live line work methods including rubber gloves and sleeves from and insulated bucket truck or other aerial lift device. Understands zones of protection, switching tagging and grounding. Uses primary voltage meter to test line de-energized prior to grounding. Can safely operate primary voltage switches, install/remove grounds and tags. Understand how to operate substation breakers and pole mounted re-closers. Understands how to loop feed a 12kv circuit to take equipment/lines out of service without customer outage.
- Actively involved in working on maintenance projects involving energized 12kv facilities as well as new capital construction projects.
- Wires and connects three (3) phase transformer banks and installs associated advanced metering with CT's.
- Installs lightening arrestors, cutouts, cross arms, insulators, & switches on de-energized lines as part of work team.
- Installs and replaces poles as part of work team.
- Replaces line fuses, fuses in transformers and clears faulted circuits and systems.
- Assembles electric apparatus.
- Install and hooks up transformers.
- Install and remove a new or replacement service.
- Ability to install and remove energized and de-energized electric meters.
- Install, remove and maintain streetlights.
- Inspects, setup and safely operate bucket truck, material handler, winch truck and digger truck.
- Supports other Line Workers.
- Coaches and mentors Apprentice Line Workers.
- Digs and fills in holes.
- Cuts and hauls brush.
- Stocks utility trucks with materials, poles, and transformers.
- Cleans and loads utility trucks.
- Understand and can perform rigging, hand lines, and lineman knot tying.
- Understand the proper use and maintenance of hand tools.
- Inspects rubber goods and PPE and utilizes appropriate personnel protective equipment
- Must be able to climb different types of structures (wood, steel, etc.) and possess the necessary tools to do so.
- May be assigned to assist other City Departments on a temporary basis. Temporarily assist in construction, maintenance repair and rehabilitation activities in other departments, including: Streets, Water/Wastewater, Parks, Meter Reading; and Airport.
- Uses good judgment to avoid damage and prevent accidents and incidents.
- Maintains vehicles and equipment in proper working condition, including; checking oil, water, fuel, tires, and hydraulic system, and making appropriate adjustments.
- Preform daily pre-checks on vehicles and equipment prior to leaving the yard and document results.
- Must be available to stand "On Call" during evenings and weekends as part of rotational schedule with other line workers. Also, must be available to respond to overtime for emergencies.
- Must be able to work outside in all types of weather conditions including storms to respond to emergencies and outages.
- Perform such other duties as may be assigned.
- Regular attendance and reliability are required and critical to City operations.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of general electrical system principles, practices, procedures, and safety codes; basic electrical design; and standard office practices and procedures;
- Knowledge of and ability to utilize appropriate equipment and tools used in building, maintaining, and repairing electrical systems
- Knowledge of applicable City, State, and Federal laws and regulations applicable to the job and division duties.
- Ability to present a professional appearance and conduct when representing the City.

- Ability to update drawing, GIS records and create "as-built" drawings
MINIMUM REQUIREMENTS:
- High school diploma or GED; or any equivalent combination of general experience and training in all types of electric distribution system elements which provides the required knowledge, skills, and abilities.
- Appropriate experience and training as an Apprentice IV Line Worker.
- Hold and maintain a valid Texas Driver's License with an insurable and safe driving record while employed.
- Valid Class A Texas motor vehicle commercial operator's license (CDL) or the ability to acquire within six months.
- Required to hold or obtain various electrical certifications and must be capable of performing the duties of a Journey Worker.
- Must be able to pass drug screening and background check.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
PHYSICAL REQUIREMENTS:
Performs bending, squatting, climbing, kneeling, and reaching both to ground level and overhead; push and pull, lift and carry up to approximately 50 pounds; hold and grip objects, climb ladders; and distinguish primary colors due to wiring and resister color codes. Subject to prolong walking, sitting, standing and working in awkward positions. The ability to operate a computer keyboard and mouse.
WORKING ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Must be able to handle working from a bucket truck. Work may be performed in close proximity to electrical high and low voltage lines and equipment.
