What are the responsibilities and job description for the Deputy Public Works Director position at City of Calabasas?
Under direct supervision of the Public Works Director/City Engineer, assists in the management and daily operation of the Public Works Department. Directly supervises the activities of the Land Development, Engineering, Traffic and Transportation Divisions; assists in the management of the Environmental Programs and Landscape Maintenance Divisions, as assigned; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative and engineering support to the Public Works Director/City Engineer.The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.
Training and Experience:
Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be a Bachelor's degree in civil engineering or a closely related field and a minimum of four years of professional (licensed) civil engineering experience, which includes project management experience, and 4 years in a supervisory capacity, preferably with a public agency.
Licenses and Certificates:
Possession of a valid California driver's license; valid registration as a Professional Civil Engineer issued by the California Board for Professional Engineers and Land Surveyors.
Physical Requirements and Working Conditions:
- Knowledge of civil and traffic engineering as applied to public works; plan checking and review of residential and commercial land development projects, not limited to plan reviews for stormwater management, grading and drainage, public improvements proposed within new subdivisions, parcel/tract maps, and utility connections.
- Supervise land development staff, resolve land development project design issues, communicate with applicants, engineers, and consultants.
- Apply civil engineering judgement in practical situations relating to land development, flood plain management, field inspections, and infrastructure projects.
- Assist the Public Works Director/City Engineer in the development of the city’s Capital Improvement Program (CIP).
- Manage the CIP budget, provide guidance and supervision to staff in the administration and management of CIP projects during the planning, design, construction, and close-out phases.
- Prepare budgets and reporting documents for various grants and local return funds including, but not limited to: Prop A and C funds; Measures R and M funds; Highway Safety Improvement Projects (HSIP); Local Road and Safety Plans (LRSP); and other similar funds and grants.
- Supervise staff and assist with the management of the city’s transportation program including fixed route bus service, Dial-a-Ride, and Microtransit.
- Assist with administration and budgeting of Measure W funds.
- Plan check and review engineering designs, drawings, specifications and estimates for CIP projects.
- Work with other government agencies to process permits and coordinate public works activities.
- Supervise, train, and instruct professional and administrative personnel, including junior engineers, technicians, and inspectors and review work in progress.
- Assist the Public Works Director/City Engineer with departmental issues related to the City Council and City Manager; assemble necessary resources to solve a broad range of programmatic and delivery issues for public works and utility services.
- Assist in the preparation of new city ordinances and the revision of existing ordinances.
- Understand and manage department programs, policies and activities; negotiate and resolve sensitive and potentially controversial issues; respond to and resolve citizen inquiries and complaints.
- Serve as the Public Works Director/City Engineer in the Director’s absence.
- Prepare and make presentations to the City Council and Commissions.
- Serve in a supervisory capacity in the city’s Emergency Operations Center when opened.
- Perform other related duties as assigned.
- Principles, practices, and methods of civil engineering as applied to the planning, design, and construction of highways and streets, bridges, sidewalks, drainage features, mobility/traffic/transportation improvements, parks, buildings, and various public works facilities;
- City, county, state and federal requirements relating to municipal engineering;
- The general principles of structural engineering, utilities, traffic engineering, transportation planning, facility management, landscape management, environmental and sustainable programs, land surveying, and community outreach;
- Principles of supervision, management and multi-project management and scheduling.
- Direct and supervise the work of engineers engaged in responsible engineering work;
- Prepare work breakdown structures, budgets and work schedules and identify resource needs for multiple projects;
- Monitor progress of multiple projects to ensure timely completion within budget;
- Establish and maintain successful working relationships with contractors, public officials, and the community;
- Provide complex managerial support in directing comprehensive public works programs including public works maintenance and operations, capital improvement engineering and administration, traffic engineering, stormwater collection and treatment programs;
- Evaluate information and exercise sound judgment in making decisions;
- Communicate effectively in writing and orally.
