Summary Description

We are seeking an exceptional individual to join our Public Works Department, Water Division team as a Water Supervisor. The ideal candidate will possess a background in potable and recycled water distribution operations, demonstrating proficiency through their experience and certifications.

The ideal candidate would hold a minimum of a Water Distribution D4 Certification and a Water Treatment T2 Certification issued by the State of California Division of Drinking Water. Beyond these credentials, they would bring extensive experience in water distribution pipeline construction, along with a proven track record in preventative maintenance of water distribution facilities and proficiency in managing pumps and municipal water wells.

Our ideal candidate would have familiarity with Computerized Maintenance Management Systems (CMMS), maintenance planning, and budgeting, adding strategic value to our operational efficiency. Experience in development work and adeptness in interpreting construction plans are highly desirable qualities, showcasing adaptability and forward-thinking capabilities.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Supervises, assigns, reviews, and participates in the work of staff responsible for the operation, maintenance, and repair of water distribution systems.
  • Responsible for long term planning and scheduling of maintenance work for water system facilities, including preventative maintenance. Prepares work orders and assures timely completion.
  • Ensures that preventative maintenance work is scheduled and completed appropriately in accordance with Computerized Maintenance Management Systems (CMMS). Maintains preventative maintenance records in CMMS. Coordinates work with Lead Water Operators.
  • Generates reports and work plans using CMMS.
  • Assists in generating cost data for budget planning to identify upcoming replacement costs per CMMS. Assists in preparing budget recommendations and monitors expenditures.
  • Trains assigned employees in water distribution operations and construction, including preventative maintenance. Works to cross train staff from other areas of the Water Division to provide for succession planning and career growth in Water Division. Works with employees to correct deficiencies.
  • Supervises both Distribution Crew and Preventative Maintenance Crew and prepares performance evaluations. Directs Field Operations in the field of the Distribution Crew. Participates in construction work and operates equipment as necessary.
  • Meets with Assistant Superintendent and Superintendent to keep them informed of activities.
  • Assists in parts procurement, contracts and purchasing procedures. Assists in research of materials and coordination.
  • Assists in the development of goals and objectives as well as policies and procedures.
  • Assists engineering staff and consultants and contractors with data collection and studies.
  • Identifies future capital project needs with CIP staff in coordination with the Water Superintendent and Water Resources Manager.
  • Identifies equipment where parts are no longer available, and schedule for replacement before failure of critical equipment.
  • Oversees long term scheduling and preventative maintenance planning and project tracking.
  • Oversees more complex construction and handles decision making on the field.
  • Oversees developer water facility construction and coordinates with engineering staff. Oversees and participates in inspecting, testing, and assuring compliance with construction plans in coordination with engineering staff. Ensures compliance with guidelines and standards.
  • Respond to and resolve difficult and complex citizen inquiries and complaints.
  • Maintains records of operations and maintenance activities, prepares reports to meet state and federal regulatory requirements and departmental requirements.
  • Handles the weekly work scheduling, maintenance scheduling, scheduling time off and work order management.
  • Performs related duties as required.

  • Supervise, organize and review the work of staff.
  • Coordinate and direct the operation, maintenance and repair of water distribution systems. Coordinate construction operations for water pipelines and related facilities, preventative maintenance and repairs and diagnose problems with water systems.
  • Understand, interpret and apply departmental policies, standards and procedures as well as applicable federal, state and local policies, laws and regulations.
  • Install, inspect, operate and test water systems and equipment, including pipes, valves, hydrants, meters, backflows, pumps, motors, wells, tanks, and related equipment.
  • Understand the City's water system, and related water systems.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Understand the operation of a recycled water system.
  • Operate and maintain equipment and systems related to the maintenance, repair and alterations of water distribution facilities.
  • Interpret, explain and enforce City and departmental policies and procedures.
  • Ensure compliance with Federal, State and local rules, laws and regulations.
  • Read and interpret engineering plans, specifications, and technical manuals.
  • Communicate clearly and concisely, both orally and in writing.
  • Respond tactfully, clearly, concisely and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
  • Prepare reports and correspondence.
  • Prepare preventative maintenance records for water facilities.
  • Operate office equipment including computers, phones, software and tablets.
  • Operate and enter information on databases, GIS and CMMS.
  • Respond to emergency and afterhours callouts.
  • EDUCATION AND EXPERIENCE GUIDELINES

    Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Education / Training : Equivalent to the completion of the twelfth grade.

    Experience : Seven (7) years of experience in a related field, including at least one year of lead supervisory experience. Requires a minimum of 5 years of experience in the construction, repair and maintenance of water pipelines and related facilities.

    License or Certificate : Possession of a valid California Class A driver's license with tanker endorsement. Possession of a D4 Water Distribution Operator Certificate and T2 Water Treatment Certificate, issued by the State of California Division of Drinking Water.

    Physical Demands and Working Environment

Incumbents may be required to respond to emergency and public calls after hours including evenings, weekends and holidays.

  • Retirement - All regular employees are enrolled in CalPERS. "Classic" members : 2% @ 55; City pays the employee contribution. "PEPRA" members : 2% @ 62; employee contributes 8.25% of salary.
  • Social Security - The City does not participate in Social Security. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov / form1945.
  • Medicare - Employees hired after April 1, 1986 are required to contribute 1.45% of earnings, with an equal amount paid by the City.
  • Defined Contribution - The City contributes 7% of employee's gross salary to a 401a Plan.
  • Deferred Compensation - Employees have the option to contribute to a 457 Plan up to the maximum allowed by law.
  • Health Insurance - The City contributes $157 per month towards a selection of plans. Health insurance is effective the first of the month after date of hire.
  • Flex Benefit / Cafeteria Plan - $2,538 monthly, which may be applied toward health insurance premiums. Unused money may be taken as cash, payable twice a month.
  • Dental / Vision Insurance - City pays premium for employees and dependents. Dental / Vision insurance is effective the first of the month after date of hire.
  • Life Insurance - City-paid term life insurance equal to the employee's annual salary, plus $5,000, rounded up to next $5,000 and dependent life insurance of $2,000 per dependent, is provided.
  • Short / Long Term Disability - City pays premium for employees. Eligibility period : 0 days for injury / hospitalization or 7 days for an illness.
  • Retirement Health Savings (RHS) Plan - Specified employee groups are mandated to participate in the RHS Plan.
  • Holidays - 11 days (88 hours) plus 3 floating holidays (24 hours) per year.
  • Management Leave - Executive and mid-management exempt employees receive 32-80 hours per year.
  • Vacation - Vacation is determined by number of years of service. (0-4 years = 80 hrs; 5-9 years = 120 hrs; 10-14 years = 160 hrs; 15 years = 168-200 hrs). Employees are eligible to use vacation after 6 months of employment.
  • Sick Leave - 96 hours per year.
  • Comprehensive Annual Leave (CAL) - Sanitary District Only. Combined vacation, sick and floating holiday leaves. (0-4 yrs = 160 hrs; 5-9 yrs = 200 hrs; 10-14 yrs = 240 hrs; 15 yrs = 248-288 hrs)

    List the number of years of experience you have in the construction, repair, and maintenance of water pipelines and related facilities. Additionally, specify if any of those years were at a lead or supervisory level.

    Describe your work experience in the construction of water distribution pipelines and related water facilities. Identify the types of pipes you have personally installed including diameters (6" diameter or greater) and pipe types (PVC, DI, HDPE, Steel, RCP, ACP, flanged, etc.). What type of valves and fitting have you installed? Describe the deepest trench depths you've personally worked in, and type of shoring used.

    Describe your experience in reading and reviewing construction plans, describe the type of plans you reviewed.

    What construction equipment are you able to proficiently operate?

    Describe your experience in supervising or leading staff. Was the experience in a supervisory position where you assigned work and prepared evaluations, or did you provide functional supervision as a peer-level employee?
