ABOUT THE ROLE :
This position is part of the Department's newly established Body Worn Camera (BWC) Unit. Under the supervision and guidance of the Commanding Officer of the BWC Unit this position oversees coordinates and tracks timely and appropriate responses to requests made pursuant to Massachusetts Public Records Law, court requests, subpoenas and agency requests received by the Cambridge Police Department that are related to the BWC and Public Safety Camera Program and other technologies. This individual is responsible for ensuring that the BWC unit meets legal, operational, and procedural standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
Core responsibilities of this position include the following :
- Oversees the BWC unit specialists through employee development and ongoing management
- Leads implementation and operationalization components of the department's Body Worn and Public Safety Camera programs
- Serves as a representative for the department in the implementation of new technology advancements
- Establish and maintain footage (audio and / or visual) and related disclosure requirements according to departmental and City policies, rules and regulations, and related state and federal laws and regulations
- Retains all camera data, including but not limited to, Body Worn Camera, and Safety Camera data for retrieval by authorized parties / outside agencies
- In conjunction with the commander of the BWC Unit, generates and disseminates all reports and requests for Body Worn Camera and Safety Camera records from authorized parties
- Maintains a complete and cataloged record of all records requests, including but limited to requests pursuant to Public Records Law, received and all information disseminated to internal CPD sworn personnel and internal partners, and external records requests
- In collaboration with the Legal Advisor / Special Asst. Solicitor oversee all records requests and ensures responses are responded to in a timely and accurate manner
- Consult and collaborate with the Department's Legal Advisor / Special Asst. Solicitor and the City's Solicitor's office with respect to Public Records Law requests
- Support with the identification and redaction of confidential, privileged, private, or exempt documents / video or parts thereof
- Assist with the Department's benchmarking and goals tracking programs. Maintain information in a systematic way and performance measures to substantiate compliance with Public Records Law, CPD policies and procedures, and records retention requirements
- Prepares statistical reports on workload and equipment inventory
- Work as part of a team of police supervisors and support professionals to deliver excellent technical / non-technical support with outstanding customer service, satisfaction, and timeliness in resolving issues. This includes coordination with the appropriate internal and external partners on issues related to BWCs, Safety Cameras and other technologies
- Under the direction of the Commanding Officer conduct an audit of BWC footage and document in accordance with departmental policy
- Collaborate with the Property and Evidence Unit regarding footage that is booked into evidence
- Track and monitor the progress of project activities; report status, risks, issues; recommend adjustments to ensure the ongoing success of the program
- May be required to testify in court or city proceedings related to job duties
- Act as a liaison in conjunction with senior members of the unit with technology vendors when needed
- Collaborate with the Public Safety Information Technology (PSIT) and City's Information Technology Department
- Create electronic presentation materials, including graphics, and data chart
- Analyze data and create reports using MS Excel and Access, as well as other business intelligence tools
- Support the Department's participation in the Department's Transparency and the City's open data portal
- Perform technology project management duties
- Develop and conduct training programs for officers on the proper use of body-worn cameras, including how to operate the devices, manage video data, and follow departmental policies
- Provide ongoing support to officers and staff regarding technical issues with BWCs, troubleshooting and resolving any malfunctions or concerns
- Stay up to date on advancements in BWC technology and ensure that training is periodically updated to reflect new features and best practices.

Work is conducted primarily in an office environment with fluorescent lighting but also involves meetings in other offices or facilities. Ability to use office equipment efficiently; ability to travel to meetings and site visits in various locations in or around Cambridge. Normal office working conditions with regular extended work hours and / or weekends. Must be available 24 hours a day, 7 days a week, unless otherwise agreed upon. This position may be eligible for hybrid work under the City's Telework Policy depending on operational needs.
