Description
The City of Campbell is seeking an experienced professional Civil Engineer with strong interpersonal skills who enjoys working collaboratively with colleagues across divisions and departments and works well in a team environment. A proven track record in civil engineering and project management and the ability to effectively manage multiple projects simultaneously is expected. The successful candidate will have experience in delivering projects involving Caltrans such as highway ramp improvement projects and has demonstrated success in coordinating other regional projects with external stakeholders such as Valley Transportation Authority (VTA), Santa Clara County, and local cities. The ideal candidate will have expertise in grant writing and grant administration. In addition, the ideal candidate will have the ability to analyze facts and exercise sound and independent judgment in decision-making to resolve complex technical issues.
The Position :
Under supervision, to perform more difficult general building inspection and plan checking functions with added specialization in electrical, mechanical, plumbing, or building inspection, and to do related work as required. This is a limited-term position. The position is grant-funded for three years with a sunset date of June 2028.
Example of Duties
Typical duties will include, but are not limited to :
- As a key manager in the Engineering Division, leads, manages, trains, develops, and evaluates technical and professional personnel;
- Designs, coordinates, administers, and manages public works projects of a varying degree of difficulty;
- Develops, reviews, and revises standards for the design and construction of facilities within the public right-of-way including streets, storm drains, roadway structures, traffic safety and control devices, recreational facilities, landscaping, pedestrian bridges and pathways;
- Develops and recommends policies for the Department; prepares requests for qualifications and requests for proposals for consultant's work;
- Negotiates and manages consultant design contracts and construction contracts;
- Conducts independent research on engineering problems requiring considerable knowledge of engineering principles and practices;
- Prepares recommendations for resolution of engineering problems considering all factors including economic feasibility;
- Coordinates work with other Public Works Divisions, City departments, and outside agencies;
- Prepares capital improvement project proposals including scope, cost, scheduling, and financing of projects;
- Prepares and administers project and program budgets and continually monitors budgets and schedules to insure progress toward established program goals;
- Performs environmental impact analysis for a variety of projects and developments;
- Consults and / or negotiates with contractors, builders, architects, engineers, public officials, and the general public;
- Collects and maintains data, schedules, and records;
- Reviews and checks private land development proposals, plans, maps, and calculations;
- Prepares clear and concise correspondence;
- Prepares reports and presents complex projects and issues to City officials and the public;
- Develops and implements public information programs for a variety of projects; and
- Performs other related duties as required.
Qualifications
Education and Experience : Bachelor's degree in Civil Engineering plus four years professional civil engineering experience at a supervisory or management level, and registration as a professional civil engineer.
