Position Overview
The City of Canby Police Department is seeking to hire and establish an eligibility list of entry level and lateral Police Officers to fill current and future full-time positions.
Certified Police Officers perform law enforcement and crime prevention work, including discovery, investigation, report preparation and patrol, to enforce federal, state and local laws. The Canby Police Department includes 29 sworn positions, including a Chief and two Captains. Officers have the opportunity to work in a variety of specialized units or specialized teams.
This is a full time, non-exempt position, represented by the Canby Police Association. The City provides an excellent benefit and compensation package including PERS and a matching contribution of up to two percent of the employee's pay for deferred compensation (457 Plan). The City also offers a variety of additional compensation opportunities for Police Officers such as Intermediate and Advanced Certificate Pay and Specialty Assignment Pay. The City offers a 5% pay incentive for written and oral proficiency in the Spanish language or any other language if spoken by over 10% of the total Canby population.

Lateral Level Requirements :
Currently certified (or eligible to be certified upon hire) with Oregon State DPSST as a Police Officer and in good standing with their current and / or previous department. Out of state- Certified as a Police Officer and in good standing with their department. Must have completed an equivalent police academy to the state of Oregon DPSST. Have completed a Field Training Program and off probation. Military Police, Federal Law Enforcement, Corrections and Parole / Probation DO NOT QUALIFY as a Lateral Police Officer.
Entry Level Application and Examination Process :
Interested individuals must complete and pass the required Frontline National Test with the National Testing Network (NTN) AND submit a City of Canby employment application by the closing date of February 9, 2025. Canby Police requires a score of 70% or higher in reading, writing and Frontline National Video assessment to be considered for a position.To schedule a test, go to www.nationaltestingnetwork.com, select Law Enforcement and sign up for the Canby Police Department. If you do not have current ORPAT scores and need to complete testing, please contact Chief Jorge Tro to schedule. Incomplete applications will not be processed.
What to expect at the website :
Upon completion of the entry level exam and ORPAT testing, all candidate scores are automatically forwarded to the Canby Police Department. Top Candidates who attain a passing score on both the entry level exam and the physical abilities (ORPAT) test will be invited to continue in other stages of the department's selection process.
National Testing Network does not replace the Canby Police Department's responsibility and decision making in the testing process. All candidate results are provided to the Canby Police Department where the final decisions are made.

Retirement :
The City of Canby participates in the Public Employees Retirement System (PERS) and Oregon Public Service Retirement Plan (OPSRP). The City pays the employees share of 6% of employee's salary into the plan. The City participates in the PERS Sick Leave Provision (Tier I / Tier II) and reports accrued / unused sick leave to PERS after the sick leave retirement benefit has been calculated (refer to Sick Leave).
Deferred Compensation :
The City offers several options for participation in a 457 deferred comp plan. Participation is voluntary. The City will make a matching contribution up to two percent (2%) of the employee's pay on a pre-tax basis to the employee's City sponsored 457(b) deferred compensation plan account.
Vacation :
Paid vacation is based on length of service (the accrual rate per pay period is the annual rate divided by the total number of pay periods). All regular employees who have been employed with the City for at least one (1) year are eligible for vacation benefits.

Comp Time :
Employees may elect additional time off from work in lieu of payment for overtime work performed. Maximum accrual allowed is eighty (80) hours. Employees have the option to cash out up to forty (40) hours of accrued unused comp time once per fiscal year.

Sick Leave :
Employees earn ninety six (96) hours of sick leave annually (the accrual rate per pay period is the annual rate divided by the total number of pay periods). Upon retirement under the City's retirement plan, an employee shall be compensated for fifty percent (50%) of accumulated but unused sick leave. The number of hours of sick leave for which compensation is provided shall not exceed five hundred (500).
Funeral Leave :
In the event of a death in the employee's immediate family, said employee shall be entitled to a leave of absence with pay up to three (3) working days to make arrangements for and / or attend the funeral. Additional time may be granted by the City Administrator. The Employee's immediate family shall include; spouse, ex-spouse, domestic partner, children, step-children, grandchildren, parents, brothers, step-brothers, sisters, step-sisters, grandparents, mothers-in-law, fathers-in-law, brothers-in-law and sisters-in-law, aunts and uncles, or is in a relationship of in loco parentis. The City of Canby recognizes Oregon Family Leave as outlined in ORS.
Family Medical Leave :
The City will allow employees to take family and medical leave in accordance with State and Federal law and City policy. An employee shall utilize all accrued paid leave in excess of sixty (60) hours prior to taking unpaid leave.
Jury Duty - Employees are granted leave with pay any time they are required to report for jury duty or jury service (with appropriate documentation).

Disability Benefits :
Flexible Spending Account (FSA) : An FSA allows an employee to set aside a portion of earnings to pay for qualified medical or dependent care expenses. Money deducted from an employee's pay into an FSA is not subject to payroll taxes. An employee can carryover up to $500 into the next year without losing the funds.
Health Reimbursement Arrangement / Voluntary Employee Benefit Association (HRA VEBA) : An HRA is an account-based health plan you can use after becoming claims-eligible to reimburse your qualified out-of-pocket healthcare costs as defined by the IRS. Common qualified expenses include co-pays, deductibles, prescription drugs, retiree insurance premiums, etc. Police Association members are currently redirecting $150 per month into their VEBA accounts, in addition to eligible sick leave payout upon retirement.
