This is an open examination. To be eligible for the position under this examination, all applicants must be U.S. citizens or have legally declared their intention of becoming U.S. Citizens. Applicants must be 18 years of age, must be a high school graduate or possess a G.E.D, and have a valid Ohio driver's license.
GENERAL STATEMENT OF DUTIES:
Performs moderate-level Civil Engineering Technician work in the field and in the office typically associated with public works projects of relatively moderate size, complexity, and/or value. Typical projects include streets, sanitary sewers, storm drainage systems, pavement, sidewalks, curbs, other utilities, etc.
Performs related work as required such as, but not limited to, designs, reviews, inspections, measurements, documentation and record-keeping, correspondence, coordination, etc.
Is knowledgeable and capable of performing work typically associated with lower-level Civil Engineering Technicians, and may be required to perform such work when required by the department
May occasionally be given work typically associated with higher-level staff for evaluation of potential for promotional opportunities
Satisfactorily applies engineering and/or technical knowledge, principles, and techniques to the design and construction of public works projects corresponding to respective level of experience, training, and job duties
DISTINGUISHING FEATURES OF THE CLASS:
Moderate-level Civil Engineering Technician position
Some assignments may be broad in scope with opportunity for the use of independent judgment, while others may be specific in scope and direction
When directed, supervision may be exercised over the work of lower-level Civil Engineering Technicians
· Requires 5 years of experience as a Civil Engineering Technician I or equivalent experience
EXAMPLES OF WORK:
As directed, conducts preliminary studies, costs estimates, reviews, reports, designs, and correspondence relative to the respective level of classification expectations for public works and related projects typically associated with City streets, sanitary and storm sewers, sidewalks, curbs, driveway aprons, and other related features
Inspects relatively moderately-sized projects and writes inspection reports, marks up plans for any construction deviations, coordinates with contractors
Coordinates and communicates with management staff daily regarding status of projects and assignments
Utilizes technology and software as required by the department
Reviews submittals, specifications, estimates, and standards and makes recommendations for revisions, and may perform respective revisions as directed
Reviews plans as directed for compliance with applicable laws, regulations, standards, and specifications
Trains and instructs lower-level Civil Engineering Technicians on aspects of respective lower-level classification work
Informs appropriate parties (i.e. supervisors, contractors, design engineers/architects, owners, developers) of deviations from plans and specifications on projects
Makes recommendations concerning construction requirements, methods, and procedures to the supervisor
Assists in surveying and related work as directed
Serves as skilled draftsman as needed
Researches, studies, and files records as needed
Reviews permits, plats, plans, and related documents and makes recommendations for approval or denial as appropriate
Maintains records in an organized manner and in accordance with department rules and policies
Performs field investigations as directed
Consistently performs correct calculations as needed for reviews and designs
Utilizes technology, software (i.e. AutoCAD, GIS, etc.), tools, instruments, equipment, vehicles, and gear as directed
Assigns addresses as required in accordance with applicable rules, standards, and regulations
Prepares work orders for other City staff and departments as appropriate and helps to coordinate work accordingly
Assists with City's Geographic Information Systems (GIS) as directed
Provides assistance as directed on specific projects and corresponding project needs
Provides assistance as directed in other department functions and needs such as, but not limited to, site plan and subdivision reviews, pavement program, EPA programs and mandates, streetscaping, permit coordination, inventory, asset-management, record-keeping, etc.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices of civil engineering technology as applied to the development and construction of public works projects
Supervision is typically received from management staff but the employee is expected to perform routine tasks independently with reference to supervisor only on difficult or unusual problems as they occur
Ability to plan, lay out, and direct the work of lower-level Civil Engineering Technicians as required
Ability to help plan projects and prepare related designs, reviews, estimates, and specifications as directed
Ability to assist in reviews of plans as directed;
Preferred knowledge and experience using AutoCAD
Preferred knowledge and experience using GIS
Ability to maintain effective working relationships with others
Commitment to safety at all times
Ability to prepare drawings from field notes and plats of record
Ability to satisfactorily carry out duties and follow complex oral and written instructions
Experience and skill in the use of civil engineering instruments and equipment
Experience and skill in the use of surveying instruments and testing equipment
Ability to express oneself clearly and concisely both orally and in writing
Ability to utilize sound engineering judgment
Willingness to work both in the office and in the field as required
Physical ability to work outdoors under adverse conditions
Must pay attention to details, be well-organized, and accurately follow adopted procedures
Must be familiar with and abide by department rules, policies, and procedures for office and field work
Must be familiar with office records and project locations in the field
Duties must be performed with accuracy
Must possess a valid State of Ohio Driver's License at all times
ACCEPTABLE EXPERIENCE AND TRAINING:
Graduation from high school or G.E.D. equivalency
Preferably have an Associate’s Degree in Civil Engineering Technology or related field. In lieu of degree, must have a minimum of 5 years of experience in next lower classification or equivalent experience as determined as acceptable by the City
