This is an open examination. To be eligible for the position under this examination, all applicants must be U.S. citizens or have a valid permanent resident card. Applicants must be a High School graduate or possess a G.E.D, must be at least 18 years of age and have a valid driver's license.
This position includes professional engineering work directly involving public health and safety through appropriate wastewater treatment techniques. It requires thorough familiarity and application of sound engineering and surveying principles and practices. The exercise of technical judgment on numerous important details and selection of sound engineering procedures should be followed at all times. The work is performed in accordance with established state laws, city codes, Recommended Standards of Wastewater Facilities (Ten-States Standards), and Environmental Protection Agency rules and regulations. The Engineer shall develop a good working relationship with Ohio EPA, and expect to be actively involved in the Ohio Water Environment Association and related professional organizations. There is an expectation that the individual will obtain an OEPA Wastewater Operator cerificate when eligible.
DISTINGUISHING FEATURES OF THE CLASS: Performs relevant hands-on, technical, supervisorial, and managerial functions of the department as needed. Requires thorough knowledge of the principles and practices of civil engineering, surveying, G.I.S., and project management. Must possess the ablility to work independently and in group setting with minimal supervision. Physical condition required for walking, bending, stooping, and data entry both in the office and in the field under diverse weather conditions.
DESCRIPTION OF WORK: The Engineer II is responsilbe for assisting the Superintendent or Assistant Superintendent in developing, implementing, supervising, and managing various projects needed in order to improve and maintain plant performance.

Responsible for assisting the WRF Superintendent in planning, design and construction of departmental projects including preparation of preliminary engineering reports, detailed construction plans, specifications, construction management, etc.
Tracks adherence to project scope, cost, and schedule.
Responsible for all aspects of creating, directing and managing various departmental projects.
Creates CADD drawings.
Coordinates projects with staff and other interested parties. Represents the department at meetings and provides relevant technical expertise.
Operates survey equipment including GPS devices.
Prepares loan and grant applications.
Assists in establishing departmental goals, objectives, long-range planning, project prioritization, capital improvement planning, etc.
Prepares and maintains accurate records and technical reports.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and practices of civil engineering, surveying, Geographical Information Systems, and project management or any combination of the above as needed by the department. Ability to plan departmental projects and prepare related scope, design, estimates, and specifications. Knowledge of construction materials and of approved standards of saftey as related to designs and specifications. Skill and ability required in the use of engineering, surveying, or G.I.S instruments and equipment including the use of computers and hand held electronic devices. Must be able to utilize and demonstrate fundamental competency with relevant computer software such as that used for drafting, mapping, engineering design, project management, hydraulic modeling, asset management, work orders, cost analysis, and budgeting. Ability to prepare technical and administrative reports. Ability to analyze situations and develop workable solutions. This position requires the application of good verbal, written, and interpersonal communication skills. Ability to establish and maintain effective working relationships with various government officials, contractors, consultants, employees, and the general public. Ability to successfully supervise employees.
ACCEPTABLE EXPERIENCE AND TRAINING: Graduation from an accredited college or university in good standing with a Bachelor's degree in civil, chemical or environmental engineering, project management, or related field experience and at least 3 years of significant, relevant experience, or an equivalent combination of education, experience and/or training which provide the required knowledge, skill, and ability to successfully perform the job at a high level. Possession of a license to practice as a Registered Professional Engineer, a Registered Professional Surveyor, or a graduate degree in a related field is a plus.
Repeating an Exam: Per OAC Rule 123: 1-9-01, an applicant who has competed in a civil service examination cannot repeat that examination or take and examination for the same classification within FOUR MONTHS from the date of original examination, unless an alternative form of examination is given, or unless other standards are specific in the examination announcement.
