General Statement of Duties:
- This is a responsible and professional position with higher-level managerial responsibilities
- This is professional engineering work directly involving public health and safety requiring thorough familiarity with engineering and surveying principles and practices
- Perform professional work of an engineering and administrative nature in assisting in the direction of the office and field staff of the City Engineering Department
- Direct "in-house" planning and design of public works projects, involving preparation of preliminary engineering reports and detailed construction plans and specifications
- Direct and coordinate activities of department staff as they relate to engineering and related aspects of projects and department functions
- Prepare funding applications and administration funds accordingly
- May also be involved in traffic engineering projects
- Application of sound technical principles, practices, and judgment at various levels of project design and construction
- Work must be performed in accordance with applicable laws, codes, and regulations
- Assist the City Engineer in developing and monitoring the department budget and handling confidential materials such as personnel files
- Assist the City Engineer in creating and enforcing rules and regulations for the administration of the operations of the Engineering Department
- Assist the City Engineer in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the City Engineering Department
- This position is responsible for the direction of work and manner of accomplishment of assigned personnel
- This position reports to the City Engineer
Minimum Qualifications:
- Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a related field as deemed acceptable by the City Engineer
- At least six (6) years of professional engineering experience, or an equivalent combination of education, experience and/or training as deemed acceptable by the City Engineer
- Possession of a license issued by the State of Ohio to practice as a registered Professional Engineer (PE)
- Must possess a valid State of Ohio Driver’s License at all times
Preferred Qualifications:
- Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering
- At least ten (10) years of professional engineering experience, or an equivalent combination of education, experience and/or training as deemed acceptable by the City Engineer
Required Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of civil engineering as applied to plan development, design, and construction of public works projects
- Knowledge of construction materials, methods, and safety standards as related to engineering design, construction, and related standards and specifications
- Ability to plan projects and prepare related designs, estimates, and specifications
- Ability to instruct subordinate engineering personnel in proper work methods and standards to the design and construction of a variety of public works and traffic engineering projects
- Skill in the use of engineering and surveying instruments and equipment
- Ability to prepare technical and administrative reports
- Ability to analyze situations and develop workable solutions
- Ability to effectively communicate and present ideas verbally and in writing
- Ability to establish and maintain effective working relationships as appropriate with elected officials, department heads, city employees, other agencies, the development, engineering, and construction community, the general public, etc.

Examples of Work:
- Assist the City Engineer in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the City Engineering Department
- Manage and supervise applicable employees in the investigation, development, and design of various types of public works projects as well as in daily operations
- May assist in scheduling and supervising inspectors of public works construction projects
- Review project plans, construction specifications, material testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc. with inspectors
- May assist the City Engineer in managing and supervising the operations of traffic engineering divisions
- Assist in planning and monitoring the budgetary operations of the department and may authorize expenditures
- Prepare and maintain records and reports
- Establish criteria for design and construction of public works projects. Coordinate efforts as needed with various departments, agencies, representatives, and the general public
- Supervise special engineering studies
- Review and approve construction plans and specifications prepared by consulting engineers, the Ohio Department of Transportation, and others for the City
- Ensure that plans are in compliance with applicable City codes, specifications, and other requirements
- Identify problems and potential problems, and recommend solutions to senior management as necessary
- Provide detailed information and guidance to employees in personnel matters
- May assist in resolving employee complaints, grievances, and discipline according to the Collective Bargaining Agreement and/or the City's policies and procedures
- Handle confidential materials such as personnel files and financial information
- Prepare and maintain records and reports delineating the activities of the department
- Assist the City Engineer in the preparation of personnel items and various reports, such as state departmental audits, departmental goals and objectives, long range planning for public works projects, and applications for various funding programs
- Keeps abreast of professional developments in the field of civil engineering by reading and studying journals and trade magazines, affiliation with local professional or trade organizations, and attendance to professional or trade workshops and conferences
- May represent the City in contacts with other governmental jurisdictions, attorneys, utility companies, contractors, and the general public on
- matters pertaining to the City Engineering Department, including various types of communication and interaction with parties interested in public works projects and related problems
- May represent the City Engineering Department before City Council, the Administration, employee organizations, the press, and civic groups.
- Confer with others and give professional engineering advice on a wide variety of public works improvements
- Discuss operational and departmental problems with managers of other City organizations, employee groups, and individual employees
- Attend meetings concerning engineering problems and public works projects and related issues
- Train employees as appropriate
